I. CALL TO ORDER - The regular meeting of the Arts and Cultural Commission was called to order at 4:03 p.m. by Brad Kisner. II. ROLL CALL-The recording secretary called roll, announced quorum. III. APPROVAL OF MINUTES A) Regular Meeting, December 10, 2013 — Cathy Harrison moved to approve the minutes as submitted. Joe Schenk seconded. Minutes were approved. IV. PUBLIC COMMENT— None V. OLD BUSINESS Ordinance Review Reba George led a brief discussion regarding the need for an ordinance review. Commissioners requested a copy of the current ordinance with the sections to review highlighted as well as a comparison of Corpus Christi's Art Ordinance with other cities of approximately the same size and environmental conditions. Arts Grants Reba George gave a brief update on the 2014 and 2013 Arts Grants. Brad Kisner requested that the ACC present all the 2014 grantees with a big check as was done in 2013 and it was suggested that KEDT film the presentation as part of its 2014 Arts Grant promotions. Percent for Art Project—Fire Station #5 Dianna Bluntzer gave an update on the Fire Station #5 progress. Three artists submitted letters of interest. The Art Selection Panel requested that Lynda Jones submit a proposal for consideration on February 12th at 3:00 at the Fire Station. Art Maintenance Reba George announced that Bill Durrill is working with the City Manager on a maintenance plan for the Selena Memorial. Reba and Joe Schenk met with Bill and Meg Zahner to discuss the maintenance needs for Orion's Belt and Six & Seven Flowers. The Zahners will submit a proposal for the repair and maintenance of those two sculptures. VI. NEW BUSINESS Bond Fund 2012 Reba George distributed a list of potential art projects from the 2012 Bond Fund. Parks and Recreation Director, Michael Morris, stepped into the meeting to discuss the Public Art proposal for the Oso Bay Outdoor Nature and Learning Center. Commissioners reviewed the artist's, Dixie Friend Gay, letter of interest and proposal. Dianna Bluntzer moved to recommend that the City enter into an artist's agreement process with Dixie Friend Gay for the proposed sculpture at the Oso Bay Outdoor Nature and Learning Center. Cathy Harrison seconded. Motion passed. Arts Forum Brad Kisner led discussion on the possibility of the ACC hosting an Arts Forum for the purpose of bringing the various arts organizations of Corpus Christi together, educating them on the what the ACC 1 currently does and gathering ideas on what the ACC could do in the future. A sub-committee including Reba George, Brad Kisner, Patricia Reinhardt-Mondragon, and Cathy Harrison will meet at Harrison's Landing to continue planning the Forum. VII.
