I. CALL TO ORDER-The regular meeting of the Arts and Cultural Commission was called to order at 4:01 p.m. by Brad Kisner. II. ROLL CALL-The recording secretary called roll and announced quorum. III. APPROVAL OF MINUTES — Regular Meeting, February 9, 2016 — Cathy Harrison moved to approve the minutes as submitted. Dianna Sherman seconded. Minutes were unanimously approved. IV. PUBLIC COMMENT— None V. OLD BUSINESS Public Art Projects, Administration and Conservation City Staff gave a brief update on the following projects: • Return, a tile mural by William Wilhelmi located in the atrium floor of City Hall has some damage due to problems with the subfloor it is installed on. Facility Maintenance has contacted Reba to see what can be done to make the necessary repairs. As of now, the removal and reinstallation of the tile mural will be paid for from the Permanent Art Trust Fund and Facility Maintenance and Engineering will be responsible for the cost of correcting the subfloor issues. • Staff is putting together an RFP for qualified conservationists to clean all of the bronze in the collection. Public Art Book City Staff updated the Commissioners on the results of the RFQ sent out for printers. Grunwald Printing was the only printing company capable of printing the book and was therefore selected to print the new Public Art Book. The Commissioners reviewed a distribution list for the new Public Art Book and made several recommendations for additional places to distribute the books once they are printed. A tentative date of Monday, April 18th, was set for the Art Book Release Party at the Galvan House in Heritage Park. 4:15 Paul Duke entered the meeting Public Art Inventory Several of the Commissioners submitted Condition Reports for the art they inspected and led discussion regarding the condition of the art and recommendations for future action. Some of the pieces highlighted were In the Throat of a Dragon which is in very poor condition with broken and missing panels; People Made These Tiles at the Oveal Williams Senior Center has several pillars that have broken tiles; The base of For the Love of the Game, and the fading of Skyline and North Beach Mural. City Staff will work on incorporating the Commissioners findings into a Public Art Work Plan. Arts Forum Brad announced the date is Thursday, September 8th, from 5:00 to 7:00 in the Singer Gallery of the Art Museum. 1 VI. NEW BUSINESS Arts Grants Currently, when a grantee would like to make a change to their grant funded project they are asked to submit the request in writing to City Staff so that their project information can be updated. There is not a formal approval process in place. To date, the majority of the requests have been project date changes and have all been approved. City Staff recently had a date change request that negatively impacts another Arts Grant recipient, however, because there is not a formal approval process in place there was no basis to deny the request. Dianna Sherman moved that beginning with the 2017 funding cycle, requests for significant changes to grant funded projects be brought back to the Arts & Cultural Commission for review and approval. The specific parameters are to be determined when writing the 2017 Arts Grant Guidelines and RFP. Stephen Rybak seconded. Motion unanimously passed. 5:07 Cathy Harrison left the meeting Collier Pool Reba announced that there is no update for Collier Pool. La Retama Park Reba announced that there is no update for La Retama Park VII.
