I. CALL TO ORDER-The regular meeting of the Arts and Cultural Commission was called to order at 4:01 p.m. by Brad Kisner. II. ROLL CALL-The recording secretary called roll and announced quorum. III. APPROVAL OF MINUTES: Regular Meeting, January 10, 2017: Stephen moved to approve the minutes as written, Shelly seconded. Minutes were unanimously approved. IV. PUBLIC COMMENT— None V. OLD BUSINESS Public Art Projects, Administration and Conservation City Staff provided updates for the following items: • The Parks and Recreation Department just opened Salinas Park which has incorporated Musical Instruments into their play structures. • Urban Visions Public Art Donation for La Retama Park — The location has been selected, the Donation Agreement has been signed and City Council will be considering the ACC's recommendation at the March 21St and 28th City Council Meeting. • Arts Grants — Most of the 2016 grantees have submitted their Completion Report. The `Big Check' ceremony for the 2017 grantees will take place during the Feb 21St City Council meeting, Brad will be there to represent the ACC but all are encouraged to attend. • Untitled History Relocation and The Flame —Agreements for both projects have been signed, we are waiting on budget to create the purchase orders. • Texas Recreation & Parks Society (TRAPS) Award — The Parks and Recreation Department nominated the Public Art Book and the ISpy Public Art Tour for an Arts & Humanities award, through TRAPS and won. The Award is for a program that helps citizens become more engaged with the arts & culture. Tess will be attending the TRAPS conference in early March and will be receiving the award on behalf of the Department. • Fire Station No. 18 — The Art Selection Panel received 16 artist submissions in response to the Fire Station RFQ, The Panel reviewed all 16 submissions and selected 4 semi-finalists to submit a sketch proposal. 4:26 Laura Petican entered the meeting. Return Tile expert, Martin Miller, met with mural artist, Bill Wilhelmi, and Barcom Construction to discuss options 1 & 2 for repairing or replacing "Return". After some consideration Bill decided he is not able to take on option 2 of recreating and installing the entire mural but he is willing to help if the Commission decides to pursue the first option of removing each tile, fixing the subfloor and reinstalling the mural. Bill's decision was confirmed with co-artist, Greg Reuter. The Commissioners reviewed all 4 options and after some discussion Cathy moved to recommend a modified Option 4: only replace the broken or missing tiles but leave the stanchions in place. Shelly seconded. Motion was unanimously approved. 1 VI. NEW BUSINESS CONTINUED CC Museum of Science & History Arts Grant The Museum submitted a request to change artists for their event as the original artist selected had a scheduling conflict. Another artist was chosen to perform the same show so there was not a programing change for their event. By general consensus it was decided that the change was acceptable and Brad requested City Staff thank the Museum for their diligence in alerting the ACC to the change. Alcorta's Folklorica Arts Grant Alcorta's Folklorica submitted a request to change the venue and date of their event. The Dance Competition was originally scheduled for Del Mar's Richardson Auditorium which is now under construction and will not be completed in time for Alcorta's Event. They had to move their venue to Selena Auditorium and selected the closest date available to their original proposal. Laura moved to accept the change, Cathy seconded. Motion was unanimously approved. Collier Pool Paul, Chair of the Collier Pool Art Selection Panel, presented the Panel's recommendation to select artist Melissa Borrell and her art proposal for the Collier Pool Public Art Project. Brad called for a vote. The Commissioners unanimously recommend that the City Council enter into an agreement with artist, Melissa Borrell, for the fabrication and installation of a new piece of public art to be installed at Collier Pool. Fiesta de la Flor Mural The Commissioners reviewed a proposal by the CC Convention &Visitors Bureau (CVB) to create a mural on the Barge Docks near the Art Museum as part of the Fiesta de la Flor activities. The CVB would work with K Space Contemporary to select an artist to oversee a community mural project that would span over the next 3 year's festivals. The artist would draw out the mural and festival goers would be invited to paint portions of the mural. After some discussion Laura moved that the Commission not recommend this project as the end result has an improvised appearance which is difficult to distinguish from graffiti; its level of rendering is not consistent with the proposed environment; the proposed mural will most likely invite unsolicited participation; and the three year time frame is too long for the mural to be executed successfully as there will be significant deterioration between what is painted in the first year compared to what is painted in the 3rd year.
