I. CALL TO ORDER — The regular meeting of the Arts and Cultural Commission was called to
order at 4:35 p.m. by Chair, Chuck Anastos.
II. ROLL CALL —The Recording Secretary called roll, announced quorum.
III. APPROVAL OF MINUTES — Corrections:
Linda Avila made a motion to accept the minutes of January 10, 2002 and January 24, 2002
as written. George Balli seconded the motion. The motion carried. Leticia Mondragon, Joe
Ochoa and Elizabeth Reese abstained.
IV. HEARING FROM THE PUBLIC —
Norma Urban of the Downtown Management District gave a presentation of their fund-raiser
being planned. Statuary of cows, pigs, etc have been displayed and purchased in other cities
similar to "Cows on Parade" in Chicago.
(Elia Gutierrez arrived at 4:38 p.m.)
V. DISCUSSION ITEMS AND POSSIBLE ACTION -
A. Artesian Park
The funding donation has been withdrawn. Therefore, no discussion was needed.
B. Art Center Expansion
Chuck Anastos reported that he had received concerns about the project using ready
made statuary. Mr. Anastos suggested writing a letter to the donor, Dusty Durrill
requesting the consideration of a local artist instead. After discussion, it was decided
that it was not within the jurisdiction of the Arts & Cultural Commission and there was
no need to address this situation. Joe Ochoa volunteered to speak with Dusty Durrill
privately.
C. Fountain Gift from Mexico
Mexico has given Corpus Christi a Quintera Fountain as a gift. The Development
Committee will recommend a location site.
VI. COMMITTEE REPORTS —
A. Projects Committee
Linda Avila stated the sub-committee has three goals they are currently working on.
• Colin Sykes is continuing to contact local organization to coordinate their activities
with the Festival for the Performing Arts. Proposed dates are March 29, 2003
through April 5, 2003. The funding search for Shakespeare in the Park continues.

• Commission members are encouraged to make additional suggestions for the Art
Calendar
• The sub-granting process is being refined and updated. Suggestions are welcome.
B. Development Committee
• Dennis Kemmerer stated there are seven (7) artist proposals for the Bayfront Plaza
Convention Center / Arena project. The sub-committee will make their
recommendation at our March meeting. The proposal is scheduled to go before the
City Council on March 19`".
• Chuck Anastos shared the schedule for the Bayfront project and stated that there
would be art in the first section.
VII. STAFF REPORT—
Ronnie Sepulveda encouraged commission members to continue their efforts in
supporting the public art process.
VIII. CURRENT CONCERNS—
• Dennis Kemmerer suggested the process regarding the Artesian Park project be reviewed.
IX. ADJOURNMENT -
Elizabeth Reese made a motion to adjourn at 5:35 p.m. Colin Sykes seconded. The motion
passed and the meeting was adjourned.
