II. ROLL CALL—The Recording Secretary called roll, announced quorum. III. APPROVAL OF MINUTES — George Balli made a motion to accept the minutes of March 14, 2002 as written. Deborah Fullerton seconded the motion. The motion carried. IV. HEARING FROM THE PUBLIC — none (Ricardo Sanchez arrived at 4:37 p.m.) V. DISCUSSION ITEMS AND POSSIBLE ACTION - A. Convention Center/Arena Art Project Update Dennis Kemmerer reported that the proposal is scheduled to be presented to the City Council on April 30`h. Ricardo Sanchez suggested compiling information for a supporter's database to be used for notification of upcoming Council presentations. B. Fountain Gift from Mexico Dennis Kemmerer showed pictures of the fountain. Several sites were considered and will be discussed at the upcoming workshop. The mayor requests the commission's recommendation of three sites. Then the council will make the final decision. C. HEB Pool Proposal Dennis Kemmerer showed pictures of the proposed tile work. The Development Committee recommended the commission's acceptance of this proposal. D. Sister City Parkway Proposal of the Peace Pole Dennis Kemmerer showed pictures of the proposed 5 sided pole. It is to be placed in the Sister City Parkway between the old County Courthouse and the new Federal Courthouse. Dennis Kemmerer made a motion to accept the Development Committee's recommendations of the HEB Pool proposal and the Sister City Parkway Peace Pole proposal. Deborah Fullerton seconded. Motion passed. E. Lighting of Orion's Belt Chuck Anastos reported an engineer is working with him on this project. He is exploring funding options. F. Art Collection Maintenance Plan Dennis Kemmerer restated the need for a maintenance and repair fund to be used as necessary for the City's artworks. This plan will be developed at the upcoming workshop. SCANNED Elia Gutierrez suggested designing guidelines for the care of the artwork and possibly rewriting the Percent for Art Ordinance after the Arena Project is finalized. Perhaps a National Endowment for the Arts grant or private funding could be utilized. a-era404` Fullerton also suggested encouraging the businesses in close proximity could help with the care of the artwork. (Colin Sykes arrived at 5:00 p.m.) VI. COMMITTEE REPORTS — A. Projects Committee • Linda Avila was absent. • Since the Production Company for Shakespeare in the Park is having financial problems, Colin Sykes is researching the possibility of sponsoring the Del Mar Theatrical Students rendition of the Complete Works of William Shakespeare to be presented at Heritage Park. A decision must be made by the end of April. • Colin Sykes will make a presentation 1 /Q k to the Education Committee of the South Texas Institute for the Arts about the 2003 Festival of the Arts project. B. Development Committee Dennis Kemmerer gave information during the earlier part of the meeting. There was no additional report. VII. STAFF REPORT - • Ronnie Sepulveda said arrangements were being made to install the Morales art at the Agnes/Laredo area. This project was previously approved. • Ronnie Sepulveda stated there would be an Art Festival this weekend • Ronnie Sepulveda said the sub-grant checks were being issued. • Ronnie Sepulveda extended an invitation from Joe Ochoa for the Buc Days Chamber Mixer being held tonight. • For efficiency purposes, Ronnie Sepulveda requested members respond to email notices. • Diana Hankins announced the dates for the Subgranting workshops; Thursday, April 25th' 5:30 p.m., Galvan House and Tuesday, April 30th , 12:00 p.m., Galvan House. • Ronnie Sepulveda reminded the commission of the Goal Setting Workshop on Tuesday, April 23rd , 4:00 p.m. Galvan House. VIII. CURRENT CONCERNS — • Elia Gutierrez expressed her concerns about the proposed Marina project. • George Balli questioned the subgranting process of issuing the checks about 60 days before the project. The explanation was given and accepted. • Chuck Anastos apologized to the commission for his previous outburst. Apology was accepted. IX.
