CALL TO ORDER — The regular meeting of the Arts and Cultural Commission was called to order at 4:47 p.m. by Chair, Chuck Anastos. II. ROLL CALL —The Recording Secretary called roll, announced quorum. III. APPROVAL OF MINUTES — October 10, 2002 Elizabeth Reese noted that she was omitted from the list of members who volunteered to help with the Airport Art projects. Her name will be added. Elizabeth Reese made a motion that the minutes be accepted as corrected. Elia Gutierrez seconded. Motion passed. IV. HEARING FROM PUBLIC - Dennis Flinn, President of the Poetry Story Script Society of South Texas reviewed his letter of appeal and expressed his concerns regarding the subgranting process. Discussion was held. Mr. Flinn was thanked. V. PRESENTATION - di Suvero Project by Michael Manjarris Michael Manjarris, artist and Molly Merkle, of the Art Museum of South Texas, showed sample pictures of Mark di Suvero's sculptures. Mr. Manjarris stated though their conversations, Mr. di Suvero has expressed the desire to design and build for the City of Corpus Christi a unique sculpture around forty feet tall, made of stainless steel, with a moving part, in the color of red. VI. DISCUSSION ITEMS AND POSSIBLE ACTION - A. Proposed Interstate 37 entry, Texas Department of Transportation improvements. Daiquiri Richard, Executive Director of the Beautify Corpus Christi Association and Dan Whitworth, Director of Park & Recreation presented an artist's rendering and embellishment samples of the proposed Tx Dot project. (Dennis Kemmerer left at 5:12 p.m. George Balli arrived at 5:14 p.m.) Ricardo Sanchez made a motion to endorse the Tx Dot concept with recommended elements of embellishments being birds, boats, and dolphins. Elia Gonzales ^� seconded. Motion passed. ` J B. Seawall Streetscape Project Daiquiri Richard reported her work on this project and that due to time constraints, Chuck Anastos was requested to assist with preliminary architectural sketches. Mr. Anastos is completing this work without consideration of reimbursement. Deborah Fullerton made a motion to approve the sub-committee's recommendation. George Balli seconded. Motion passed. C. Subgranting Recommendations Diana Hankins, Program Supervisor, presented the 2002-2003 Sub-Granting awards report. Discussion was held about the process, the selection of the Peer Panelist, and other related topics. Ricardo Sanchez made a motion to accept the report as submitted. George Balli seconded. Motion passed. D. Approval of Revised By-Laws There was discussion regarding the by-law revision(s). Clarifying language will be inserted and the document will be brought back to the committee for action at their December meeting. VII. COMMITTEE REPORT Visual Arts Committee Deborah Fullerton reported the committee will meet the fourth Monday of each month at 4:30 p.m. at the Galvan House, Heritage Park. Deborah Fullerton said she was willing to continue working with the Airport Art Project group as the committee requested a representative to assist their efforts. (Daiquiri Richard left at 5:45 p.m. Elizabeth Reese left at 5:47 p.m.) VIII.
