CALL TO ORDER — The regular meeting of the Arts and Cultural Commission was called to order at 4:35 p.m. by Chair, Chuck Anastos. II. ROLL CALL —The Recording Secretary called roll, announced quorum. III. APPROVAL OF MINUTES — February 13, 2003 Linda Avila made a motion that the minutes be accepted as submitted. Dennis Kemmerer seconded. Motion passed. IV. HEARING FROM PUBLIC — none V. DISCUSSION ITEMS AND POSSIBLE ACTION - A. Priour Piece The Priour Piece located at the airport was broken during its relocation move. It was repaired with placement of a dowel to the base and column and the limestone was re- glued. There is no noticeable damage. The airport funded the repairs. It was recommended that professional movers be used in the future. Additional discussion regarding the location of the Bromeliad was held. (Anne Stewart arrived at 4:43 p.m.) B. Seawall Art The City Council has requested a presentation on March 25th. It was discussed that since this is not an Art project, the Arts and Cultural Commission not participate further but suggest the City Engineer for this project contact and work with Artscapes. The Public Art Committee will meet and make a recommendation to Council. VI. COMMITTEE REPORT Performing Arts Committee Linda Avila reported that all tasks for the Festival of the Arts project have been initiated. All advertising money has been spent and some ads are currently running. Two (2) events have withdrawn and getting funds disbursed has been difficult. The committee will meet next Tuesday to make notes toward next year's event. (Dennis Kemmerer left at 5:00 p.m.) SCANNED Public Arts Committee The Airport Art Committee will meet next month to decide on their next major piece of art. The Sea Bird Sculpture that is located next to the Harbor Playhouse may need to be moved due to the RTA re-route plan. Sub-grant Committee A handout was provided that described the committee's proposal for the processing of the 2004 sub grants. Discussion was held. The committee will continue their work and report again at the April Commission meeting. (Daiquiri Richard left at 5:30 p.m.) VII. STAFF REPORT: Ronnie Sepulveda stated the Corpus Christi Ballet did not submit their completion report by the due date. Therefore, they are not in compliance with their grant agreement and are disqualified from this year's grants. VIII. CURRENT CONCERNS: 1. Concern was expressed regarding the delay of legal contracts and the timely disbursement of funds. It was suggested that as Chair, Chuck Anastos send a letter expressing the Commission's concern to the Mayor. 2. Regarding the Public Art, Dolphin's Around Town project, Norma Urban asked if there was a Public Art maintenance fund. She related the Dolphin project needed beneficiaries. IX. ADJOURNMENT: As there was no further business, Ricardo Sanchez made a motion to adjourn the meeting at 5:40 p.m. Armando Camina seconded. The motion passed.
