CALL TO ORDER — The regular meeting of the Arts and Cultural Commission was called to
order at 4:40 p.m. by Chair, Chuck Anastos.
II. ROLL CALL — The Recording Secretary called roll, announced quorum.
A moment of silence was observed for the passing of Dan Whitworth.
III. APPROVAL OF MINUTES — June 12, 2003
Anne Stewart made a motion to accept the minutes as submitted. Deborah Fullerton
seconded. Motion passed.
IV. HEARING FROM PUBLIC — none
V. DISCUSSION ITEMS AND POSSIBLE ACTION -
A. Request for emergency funding from the Center for the Deaf and Hard of Hearing
Gary Whittington made the formal request for emergency funding to support their
presentation of the Gallaudet Dancers, October 24 & 25, 2003.
(Linda Avila arrived at 4:45 p.m.)
The Sub-Grant Committee met to review emergency funding requests. This review
included their planning and financial brief. Armando Camina reported the committee's
recommendation to support this project by awarding a five thousand dollar grant.
Additionally noted was the committee's recommendation to place any remaining applicable
sub-grant monies in the Permanent Art Trust Fund.
The Arts & Cultural Commission then held discussion and asked questions of the Center
representatives. A motion was made by Armando Camina to support this project by
awarding a five thousand dollar grant and to place any remaining applicable sub-grant
monies in the Permanent Art Trust Fund. Norma Urban seconded.
Additional comments noted another request for emergency funding needed to be heard by
the Commission before this vote was taken. Armando Camina suggested the motion be
tabled until after the second request was heard. Linda Avila seconded. The suggestion
was approved by the Commission.
B. Request for emergency funding from the Phillipine Society/Ballet Nacional
Van Villa, Treasurer, and Celia Reyes-Acuna, President, made the formal request for
emergency funds to support their presentation of the Manila Ballet on October 8, 2003.
Armando Camina reported the Sub-Grant Committee's recommendation was not to
support this four thousand dollar request because other projects of this organization are
and have been supported with Arts & Cultural sub-grant money. Additional discussion was
held and questions were asked and answered by the Phillipine Society/Ballet Nacional
representatives.
SCANNED
Armando Camina then made a motion to support the request from the Center for the Deaf
and Hard of Hearing project by awarding a five thousand dollar grant and placing the
remaining applicable sub-grant monies in the Permanent Art Trust Fund. Norma Urban
seconded. Additional discussion was held. Dennis Kemmerer then submitted a friendly
amendment that any remaining applicable sub-grant monies, not to exceed two-thousand,
five hundred dollars, be given to the Phillipine Society/Ballet Nacional to help with the
Manila Ballet project. Armando Camina and Norma Urban approved the amendment.
Chair, Chuck Anastos called for the vote. The motion passed.
Linda Avila reminded the Commission of the need to develop a policy and procedure for
emergency funding requests. This will be on an upcoming meeting agenda.
VI. COMMITTEE REPORTS -
PUBLIC ART COMMITTEE
Deborah Fullerton stated the Airport Art Panel met to review the artist's RFP responses.
Twenty-three were selected for further consideration. The committee will meet again in a few
weeks to continue processing this one-hundred two thousand dollar project.
It was also stated that the Arena Art contracts are being sent to the artists for their signatures.
PERFORMING ARTS COMMITTEE
Linda Avila reported there are currently nine events planned for the 2004 Festival of the Arts
event to be held March 5th through April 49h. Organizations who have not already responded
will be sent an email notice next week.
SUBGRANTING COMMITTEE
Armando Camina stated they will continue to meet to complete the review of the subgrant
applications. They will present their report and recommendation to the committee at the
September meeting.

VII. CURRENT CONCERNS -
Chuck Anastos noted the loss of an enthusiastic advocate in the untimely death of Dan
Whitworth, the Director of the Park & Recreation Department. Members were invited to share
their experiences and thoughts. Memorial Fund information was provided by the recording
secretary.

C. Subgrant Application Scoring
The committee independently reviewed and scored the second group of 13 applications before
leaving the meeting.
VIII. ADJOURNMENT:
As there was no further business, members left after completing their analysis. Chair, Chuck
Anastos adjourned the meeting at 6:10 p.m.
