REGULAR MEETING
THURSDAY, JULY 8, 2004—4:30 P.M.

CALL TO ORDER—The regular meeting of the Arts and Cultural Commission was called to order at
4:37 p.m. by Chair, Deborah Fullerton.
II. ROLL CALL—The Recording Secretary called roll, announced quorum.
III. APPROVAL OF MINUTES—June 10, 2004
Don Luna made a motion to accept the minutes as written. Marilyn Spencer seconded. Motion passed.
IV. HEARING FROM PUBLIC—none
V. DISCUSSION ITEMS AND POSSIBLE ACTION -
1. Vote on recommendations to fill vacancies
Discussion was held and votes were called to recommend the following candidates to the
commission:
Reappointment:
Don Luna
Business:
Chad Luhan, first, Tracy King, second.
Dance:
Gloria Bilaye-Benibo, first, Van Villa, second.
Economic Development:
Bill Richmond, first, Daniel Garza, second
Education:
Judith Martha Prewitt, Ph. D., first, Brian Grant, second
Marketing:
Rebecca Esparza, first, Ed Grove, second
Deborah Fullerton noted the nominating committee would consist of Armando Camina, Lynda Jones,
Colin Sykes and Chuck Anastos. Positions to be considered are chair, vice-chair, and sub-
committee chairs.
2. Code of Conduct
Discussion was held regarding the Code of Conduct document prepared by Gustavo Valadez Ortiz.
Chuck Anastos made a motion to accept the Code of Conduct as written. Daiquiri Richard
seconded. Motion passed.
3. Emergency/Contingency Funding Policy
Discussion was held regarding the A.C.C. Grant Programs handout. Don Luna again requested
continued research regarding the non-profit status of 501 C3 vs Texas Non-Profit Organization.
Chuck Anastos made a motion to accept the A.C.C. Grant Programs handout as written. Daiquiri
Richard seconded. Motion passed.
Elia Gutierrez reported she is working with a new organization to bring the Mexican fountain to
Corpus Christi.
VI. COMMITTEE REPORTS - SCANNED
PERFORMING ARTS
DeAnn Gould-Lancaster stated the TAC Completion Report was submitted on June 29th. They
continue work on the Festival Manual.
VISUAL ARTS
Chuck Anastos reported that Marcie Sanchez of the American Heart Association presented a proposed
annual fundraising art/craft project for the Arena site. The tree like structure would support memorial
leaves. After discussion, it was decided that Lynda Jones would contact Ms. Sanchez to recommend
other, non-city sites and to let her know that the commission would not be able to support this
fundraising project.
(Don Luna and Daiquiri Richard left at 5:47 pm.)
Mr. Anastos also reminded the members that their photos and reports on the permanent art collection
are due in August.
CULTURAL ARTS
Mando Camina stated they are reviewing the scoring process for sub-grant applications.
Deborah Fullerton requested Mr. Camina contact Lynda Jones and Colin Sykes to inform them of their
nominating committee duties.
IX. ADJOURNMENT-
As others needed to leave and there would no longer be a quorum, Marilyn Spencer made a motion to
adjourn the meeting. Elia Gutierrez seconded. The meeting was adjourned at 5:42 p.m.
