CALL TO ORDER—The meeting of the Arts and Cultural Commission was called to order at 4:35
p.m. by Chair, Chuck Anastos.
I. ROLL CALL— The Recording Secretary called roll, announced quorum.
II. APPROVAL OF MINUTES — Special called meetings of September 20 and Oct. 1, 2004
Motion by Anne Stewart, 2nd by DeAnn Gould-Lancaster, to approve minutes as written.
III. HEARING FROM PUBLIC — none
V. DISCUSSION ITEMS AND POSSIBLE ACTION:
1. Vote new A.C.C. Budget— Motion by Deborah Fullerton, 2nd by Anne Stewart to accept
budget as presented by staff. Discussion on moving $1000 to art maintenance fund. All
"ayes", no "nays".
Budget: Festival of the Arts $ 15,000 (from City Council, placed in this year's budget)
Subgranting $ 92,500; Contingency $4,000; Educational Materials $1,000; Festival of
the Arts $6,000; Maintenance $10,281; TOTAL $128,781

2. Discuss Seagull Park Ullberg Art Piece- Mr. Carl Suding discussed Seagull Park, located
on Padre Island off Jack Fish. Artist Kent Ullberg has offered a Sea Turtle sculpture entitled
"Journey's End", 9' tall (sculpture measures 4' plus a 5' base) with a value of $27,000. The
piece will be visible from the highway and there will be a wheelchair ramp for accessibility to
the sculpture. Mr. Suding is asking the A.C. C. for approval of the project. It has been
approved by P.R.A.C. and the A.C.C.'s Visual Arts Committee. Full A.C.C. approval will be
sent to City Council. Motion by Marilyn Spencer, 2nd by Elia Guttierez to accept Kent Ullberg's
Sculpture titled "Journey's End", to be placed in Seagull Park. Vote was all "ayes", no "nays".
Dacquiri Richard abstained.
U^3/I. COMMITTEE REPORTS -
C) PERFORMING ARTS — DeAnn Gould-Lancaster said event is moving along, committee is
D currently working on Letters of Memorandum, Promotion of the Festival and an opening event.
VISUAL ARTS - Danny O'Dowdy told group Shan Shan Sheng will be here for 9 days working
on the Airport Art Project, starting Monday evening. Bids were high for scaffolding; now
considering spider lifts.

Danny will be contacting the media and was requested to create a press packet.
VII. STAFF REPORT— A book of Kent Ullberg's sculpture has been donated by the Corpus
Christi Connection Gallery to the Arts and Cultural Commission.

VIII. CURRENT CONCERNS —
Chair Anastos requested commission members to please try and attend all meetings and to
let staff know if they will be absent, indicating possible lack of a quorum. For special called
meetings, it was suggested that meetings be held and then food made available after the
meeting.
Anne Stewart shared photos of the Bailando Dance program teachers and students, and
reported on both the value and logistics of that event
There was some discussion of concerns regarding non-profits and available venues and
whether or not A.C.C. should bring in anyone to discuss the issues.
IX. ADJOURNMENT -
As there was no further business, Deborah Fullerton made a motion to adjourn the meeting;
Anne Stewart 2' the motion. The meeting was adjourned at 5:15 p.m.
