CALL TO ORDER—The meeting of the Arts and Cultural Commission was called to order at 4:35 ..m.
by Chair, Armando Camina. �88L9�}J
I. ROLL CALL—The Recording Secretary called roll, announced quorum.
II. APPROVAL OF MINUTES — February 9 , 2006
Motion by Lynda Jones, 2nd by Frank Trimble, to approve minutes as changed. Minutes as
changed were approved.
III. HEARING FROM PUBLIC— Christina Monroe, visiting from CCBallet.
Gloria B-Benibo arrived at 4:42p.m.
IV. DISCUSSION ITEMS AND POSSIBLE ACTION:
• Discussion and action on designating City Secretary, Armando Chapa, as the Public Information
Coordinator for the Arts and Cultural Commission to satisfy the open records requirement.
• Discussion and action on providing the required training for the Arts and Cultural Commission, in
accordance with the Texas Open Meetings Act, before and after April's regular meeting.
DeAnn Gould-Lancaster made a Motion to Appointment the Secretary as the Public Information
Coordinator. Gloria Belaye-Benibo 2nd the motion. Voted called, motion passed unanimously.
Motion made by DeAnn Gould-Lancaster to present the "Open Meetings"training film before and
after the regular Arts and Cultural Commission meeting in April. Lynda Jones 2nd the motion.
Motion Passed unanimously.
V. COMMITTEE REPORTS -
PERFORMING ARTS— DeAnn Gould-Lancaster- The Kickoff event was great and over 400
people attended. There was lots of terrific promotion for this year's Festival and planning will
begin soon for next year's event. Mando asked DeAnn and her committee to make suggestions
on how the Arts and Cultural Commission as a whole can help the FOA committee.
VISUAL ARTS— Lynda Jones— Norman Urban would like $80,000 from the Permanent Art Trust
Fund for La Retama Park to do historic murals on the walls. The SW Pieta may be moved.
There will be a vote next month to move it to a new location. The "Vaquero" sat outside for 26
years before needing any repairs. There will be a Special Called Meeting Thursday, March 16,
at the Galvan House for the purpose of choosing the Art Panel for the Northwest Library project.

CULTURAL ENRICHMENT— Committee is completing last of subgrant scoring and awards will
be presented to Arts and Cultural Commission next meeting. Members are also working on new
application for Grant Year 2007.
STAFF REPORT
Applications for new Arts and Cultural Commission members will be reviewed at the next
meeting. We will be asking for an additional $10,000 for grants in the next budget. Another piece
of art will be purchased for Whataburger Stadium so the monies ($114,629) won't be lost.
CURRENT CONCERNS
William Otten of the Art Museum of South Texas wants to get groups together with Arts and
Cultural Commission to coordinate activities.
Jim Rennier asked what else the Arts and Cultural Commission do to help non-profits.
Mando Camina's Hope, Faith & Dreams" non-profit is receiving a state award.
It was suggested that free tickets be required of subgrant awardees so Commissioners and
reviewers may attend the productions and review the quality of the projects that received award
monies. Also suggested the workshop be mandatory for everyone requesting a grant for 2007.
ADJOURNMENT -As there was no further business, DeAnn Gould-Lancaster made a motion
to adjourn the meeting, Gloria Bilaye-Benibo 2"d the motion. The meeting was adjourned at 5:44
p.m.
