I. CALL TO ORDER -The Regular Meeting of the Arts and Cultural Commission was called to order at
4:35pm by Chair, Lynda Jones.
II. ROLL CALL -The recording secretary called roll, announced quorum.
III. HEARING FROM THE PUBLIC
Cynthia, Alcorta's Folklorica– Subgrant Appeal
Joye LaBarrett explained to Alcorta that they did sign a contract that states that they will provide
financial information and promote City of Corpus Christi. Cynthia was not aware that the ACC read the
Subgrant award submissions. Cynthia stated that Alcorta is behind on taxes and has no assets. Joye
explained the organization submitted more revenues than expenses. They should equal and be
specific to the project. The organization also failed to use the logo or recognize the city of CC or the
ACC.
Marilyn Ramey, Art Museum of South Texas– Subgrant Appeal
Their legal name is South Texas Institute for the Arts but doing business as Art Museum of South
Texas. Joye LaBarrett explained to Marilyn that ACC needs their 2007 990 but it was not a deduction.
The major issue was failure to use logo or acknowledge the City/ACC. Marilyn stated that there may
not have the space to acknowledge. Lynda Jones stated that everything that goes out should have a
logo or acknowledgement. Marilyn will send the 2007 990 to ACC.
Joan Allison, Corpus Christi Chamber Music– Subgrant Appeal
Joye LaBarrett explained to Joan that there was a problem with the organization's budget. The
completion report stated $3970 was spent for Anniversary Celebration. Subgrants do not fund
fundraisers, receptions or social activities. Joye also stated that there was no acknowledgement.
Joan Allison, International Piano & Strings– Subgrant Appeal
Joye LaBarrett explained to Joan that the major issue was failure to use logo or acknowledge the City/
ACC and there were financial information discrepancies. Their completion report lists incorrect
revenue amount received from ACC. There were errors within the financial report. Their revenue and
expenditures do not equal. Their 2009 application list prize money as expenditures. Subgrant program
does not fund prizes, scholarships, etc. Their revenues and expenditures for the application did not
equal. Their initial revenue page submitted was indicated as for another organization. CC IPS
provided a copy of their financial information upon request.

V. APPROVAL OF MINUTES
a. Regular Meeting, Aug 14
Joe Schenk made a motion to accept the August 14th minutes as amended. Heidi Hovda
seconded. Motion passed.
b. Special Called Meeting, Sep 23
Heidi Hovda made a motion to accept the September 23`d minutes as submitted. Ericha Kemm
seconded. Motion passed.
VI. COMMITTEE REPORTS

c. Cultural Enrichment-Joe Hilliard
Joe Hilliard discussed the Poster Contest; Joe will send email

Joye went over completion reports; did not received completion report from Corpus Beat
Ad Hoc Committee

VII. NEW BUSINESS (DISCUSSION I POSSIBLE ACTION)
a. Presentations
i. Norma Urban Park Project presentation by Rhodes"Chip" Urban
1. Wants to do a sculpture garden at the Norma Urban Park
a. Will do private fundraising; will do enough fundraising for a permanent
maintenance fund
b. No budget setup yet
i. ACC may be able to take money out of permanent art fund to put a
sculpture in garden
c. Lynda Jones told Chip Urban that he will need to submit a proposal with a
completed plan and specifics
d. Heidi Hovda added that Norma Urban was an advocate of not only
downtown but Arts & Cultural Commission
b. Subgrant Appeals
Coastal Bend School for the Arts and Corpus Christi Concert Ballet also appealed
Lynda Jones believes the Commission is scoring too hard
c. Accept 2009 TCA grant
Frank Trimble made a motion to accept $2834 from TCA. Kim Frederick seconded. Motion
passed.
d. 2010 TCA grant
If ACC is going to apply, ACC will need to present to City Council. The application is due on March
15. Heidi Hovda made a motion to apply for the 2010 TCA grant. Ericha Kemm seconded. Motion
passed.
e. 2010 NEA grant
Heidi Hovda made a motion to apply for the 2010 NEA grant. Joe Schenk seconded. Motion
passed.
Use some of ACC funds to contract a grant writer—tabled for November Agenda
f. Determine where to move the Manjarris piece due to the Bayfront Construction
Joe Schenk made a motion to move Manjarris piece to Norma Urban Park. Joye LaBarrett
seconded. Four commissioners in favor.
Heidi Hovda made a motion to move Manjarris piece to mediannnnvorth of where it is now. Paul
Bissell seconded. Three commissioners in favor.
Frank Trimble made a motion to move to storage until we find a permanent location. Ericha Kemm
seconded. Three commissioners in favor.

VIII. STAFF REPORT
Karen will need to talk to Santos about the Festival of the Arts information to be added to February
utility bill.
Wes informed ACC that Reel Simple will need to have the required insurance to do the website. He
will talk to Lisa Aguilar.

As there was no further business, Joe Schenk made a motion to adjourn. Paul Bissell seconded. The
motion passed. Chair, Lynda Jones adjourned meeting at 6:50pm.
