ROLL CALL -The recording secretary called roll, announced quorum. III. PUBLIC COMMENT - None IV. ACT ON ABSENCES Joe Pena had a class during the regular ACC meeting. Heidi Hovda made a motion to excuse Joe Pena's October and November absences. Paul Bissell seconded. Motion passed. Lari Young had a work related during the November ACC meeting. Joe Pena made a motion to excuse Lari Young's November absence. Amorette Garza seconded. Motion passed. V. APPROVAL OF MINUTES a. Regular Meeting, November 13, 2008 Joe Pena made a motion to approve the November 13 regular meeting minutes. Beto Garcia seconded. Motion passed. Heidi Hovda obstained. b. Special Called Meeting, November 21, 2008 Heidi Hovda made a motion to approve the November 21 special called meeting minutes. Amorette Garza seconded. Motion passed. Judith Prewitt obstained. VI. COMMITTEE REPORTS a. Performing Arts-Joye LaBarrett - None b. Visual Arts-Joe Pena i. Met twice, one informal and one formal 1. Frank Trimble will be the representative for the Festival of the Arts 2. Joe Pena, Joe Schenk and Amorette Garza may show up depending on the meeting times. 3. Frank will be doing signs and boards for festival grounds 4. Amorette will design t-shirts, cake and postcards. 5. Joe Pena will be completing the electronic sign design. 6. Joe Schenk will be helping Joye with the graphics of the festival brochure. 7. Discussed a $50 fee for vending artist table a. Can either give $50 for a table or volunteer their time working half a day in the kids zone or showcast or demonstrate some of their work 8. Docents for tram tour will be volunteers 9. Exhibit 10. Recommendation for the Police Peer Panel: Phyllis Finley (artist), Michelle Smith (k-space president) Dan Davis, a Police representative 11. Having a reception for Ricardo Ruiz and Molly Merkle 12. Recognition for Stephen Gambil 13. Discussed various responsibilities for Festival of the Arts 14. Discuss possible opportunities for the Visual Arts to make additional funds— nothing set in stone 15. A request for funds received from Elizabeth Richter a. Danny O'Dowdy bench for the Norma Urban Park 16. A proposal for a water feature involving a dolphin — nothing further discussed (Gloria Bilaye-Benibo arrived at 4:45pm) 17. Visual Arts committee would like to ask if the Visual Arts Committee make the decision on which design for images used is recreated from the chalk muralist a. Last year the design was picked by Sally and Gustavo c. Cultural Enrichment-Joe Hilliard i. Standing meeting was Thanksgiving week. Did not schedule the meeting. Will meet with committee members to schedule a meeting earlier in December along with the regular meeting. ii. Will have a presentation that will KNOCK OUR SOCKS OFF! d. Youth Arts Development-Ericha Kemm - None e. Subgrant-Joye LaBarrett- None VII. OLD BUSINESS (DISCUSSION I POSSIBLE ACTION) a. Discuss Hans Suter Park Statue Project with Ray McMurray and Dave McGary i. Joe Hilliard —Corpus Christi (South Texas) is the harshest outdoor climate in the country. Is this tested in environments like ours not Florida but the Gulf Coast as far as a maintenance budget for having to repaint the statue? 1. Ray McMurrey— Dave McGary was agreeable that this material will endure this climate. The color is not painted on but the color is in the bronze 2. Gulf Coast Indian Confederation will help with maintenance 3. Running Turtle passed out a flyer regarding Dave McGary ii. Conference call with Dave McGary 1. Joe Hilliard —Corpus Christi and the Gulf Coast is the most corrosive elements when it comes to painted metal (of course bronze is not iron so it will not rust) but the questions is that it is not raw bronze. Are they painted? a. Dave McGary - It depends on the subject matter and what we are trying to achieve. Use either all patina or a combination of patina and paint. The paint that is used (processed developed in the 30 years) puts a chemical down on the metal. It helps or secures the paint adhering to the metal. Use acrylic paint. Water it down and put on in layers. Then it is backed on. When the desired color is reached then it is sealed with a product called Incralac. Incralac is a product designed for outdoor sculptures to protect it. Key would be to do a Maintenance program which is every 2 to 3 years power wash piece and reapply Incralac. It will have more patina then paint. 2. Lynda Jones—Will the paint fade after 2 or 3 years? a. Dave McGary— No, with the incralac it protects UV rays. It keeps the color secure. The key is to maintain the sealant. 3. Lynda Jones—Would you outline in detail a maintenance schedule for us and give us access to all the places that we can get the Incralac. a. Dave McGary—Yes 4. Lynda Jones— How much does it cost when you do something like that? a. Dave McGary—$20/hr, drive to corpus Christi, motel fee, couple of days to clean up piece; 4 or 5 days of work 5. Joe Hilliard —There are foundries in San Antonio that cast bronze. Maybe worth a phone call 6. Lynda Jones—get a hold of Buddy Tatum to ask him. Teresa Ruiz is cleaning our pieces now. 7. Lynda Jones—Will you be able to fund the maintenance if the city can not? a. Running Turtle -Absolutely Heidi Hovda made a motion to for Visual Arts to draw up a resolution with help from commission for the Hans Suter Project. Gloria seconded. Motion passed. Ray McMurray will send to ACC a detailed maintenance schedule Judith Prewitt—put a little bit of flexibility because the technology over a period of 20 or 30 years will change. ACC can be in contact with chemist or chemical companies. Judith will try to talk to chemical companies and send to Joe Pena. b. Review research of Arts Commissions in other cities i. Heidi Hovda passed out arts in other cities information. 1. Only 3 programs a. Artful Transformations Program (Greater Boston) i. Example of how an art organization is using the arts as a way to teach skills to girls (age 11-18) that need mentoring b. Arts Space Incentives (Seattle) i. Basically taking an area that is underdeveloped and focusing it on arts. The arts come in and build the neighborhood up. c. Small Business Loan Program (Kentucky) i. Provides loan assistance program for artist that want to relocate from another city ii. Lynda suggested that the Cultural Enrichment Committee take this on, not to administer, to make suggestions to City Council or City Staff. After the Festival of the Arts, ACC could make this a focus. Lynda suggested that all commissioners think about ways they can enhance the Arts in Corpus Christi. (Joe Pena left at 5:34pm) VIII. NEW BUSINESS (DISCUSSION ! POSSIBLE ACTION) a. Discuss Peer Panel for Police Station i. Heidi Hovda made a motion to accept the Visual Arts Peer Panel recommendation for the Police Station. Beto Garcia seconded. Motion passed. b. Discuss City Council Presentation regarding ACC yearly report i. Each committee report to Lynda on what each committee has done through out the year. IX. STAFF REPORT: a. Discuss Contract for the Festival of the Arts at the Art Center i. Karen will check with Lisa Aguilar on the contract status and set up a meeting. X. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA a. Elizabeth Richter proposal b. Design for images used from the chalk muralist c. Resolution for Hans Suter Project d. Committee reports with ideas on ways to enhance the Arts in Corpus Christi e.
