CALL TO ORDER-The Regular Meeting of the Arts and Cultural Commission was called to order at 4:37pm by Vice-Chair,Heidi Hovda. H. ROLL CALL-The recording secretary called roll,announced quorum. III. PUBLIC COMMENT a. Teresa Ruiz repairs, maintains and clean public art. She wanted to know whom the representative would be that she could contact since Lynda is no longer on the commission. IV. APPROVAL OF MINUTES a. Regular Meeting,August 13,2009 i. Joye LaBarrett made a motion to approve minutes with corrections. Judith Prewitt seconded. Motion passed. (JoAnna Benavides-Franke arrived at 4:43pm) V. FINANCIAL REPORT a. Joe Hilliard made a motion to table financial report to October meeting. Joye LaBarrett seconded. Motion passed. VI. COMMITTEE REPORTS a. Performing Arts-Joye LaBarrett i. No performing arts meeting ii. Had two informal Festival of the Arts meetings—discussed entertainment inside,outside and in the courtyard. Workshops will be on March 25th and 26th. The Festival of the Arts meetings are held the 2nd Wednesday of each month through the end of the year at the Art Center. b. Visual Arts-Joe Pena i. No Visual Arts meeting ii. Public art project has met late August. c. Cultural Enrichment-Joe Hilliard i. No Cultural Enrichment meeting ii. Turn off poster contest info on the website d. Youth Arts Development-Ericha Kemm i. No Youth Arts meeting ii. Banner project was agreed to in the last meeting e. Grants-Joye LaBarrett i. $88,575 is the total award amount pending Texas Jazz Festival—ACC grants do not fund scholarships ii. Passed out a spreadsheet showing the award amounts and how much they would get if total is adjusted to$91,500. iii. Judith requested that Joye send the formula to calculate Adjusted award amount to all commissioners iv. A letter will be sent to all organizations to tell them how they were scored and how much they will receive. VII. OLD BUSINESS(DISCUSSION/POSSIBLE ACTION) a. Review applicatioed recommend Civic position candidate • i. Joye LaBarrett made a motion to recommend Brian Honigbaum for the Civic position. Joe Hilliard seconded. Motion passed. ii. Frank Trimble made a motion to recommend Barry Brown. Judith Prewitt seconded. Withdrawn. iii. Joe Pena made a motion to recommend Cookie Silverman. Joye LaBarrett seconded. Withdrawn. iv. Judith Prewitt made a motion to recommend Dianna Bluntzer-Dura. Joe Hilliard seconded. Withdrawn. VIII. NEW BUSINESS(DISCUSSION/POSSIBLE ACTION) a. Update By-Laws i. Change Election for Chairpersons for committees to include Youth Arts 1. Judith Prewitt made a motion to make change to include Youth Arts. Joye LaBarrett seconded. Motion passed. ii. Change Public Art/Public Space to Public Space/Public Art per ordinance 1. Judith Prewitt made a motion to make change to Public Space/Public Art. Joye LaBarrett seconded. Motion passed. b. Organize the 4 standing committees and 1 special standing committee according to the bylaws i. Joye LaBarrett made a motion to table until the October meeting. Ericha Kemm seconded. Motion passed. c. Maintenance plan for art i. Michele Thomas—a small committee will be created for The Flame. 2 ACC, 1 PARD staff. I Risk Management, 1 Firestation,James Hetherington 1. Joe Hilliard and Joe Pena will represent ACC 2. If the committee can come up with a reasonable fence option,Joe Hilliard will donate. ii. Teresa Ruiz has been maintaining the art 1. Need an ACC representative—Joe Pena will let us know next week iii. RFP 1. Visual Arts committee will discuss if RFP is necessary (Joe Schenk arrived at 5:40pm) d. Maximum expenditures—what amount of money can be spent without being placed on the agenda i. Ericha Kemm made a motion that all expenditures for ACC will need to be approved. Joe Hilliard seconded. Frank Trimble/Joe Pena opposed. Motion passed. e. Review applications and recommend Econ/Dev position candidate i. Frank Trimble made a motion to recommend Barry Brown for Econ/Dev position. Joye LaBarrett seconded. Motion passed ii. Judith Prewitt made a motion to recommend Robert Franklin. No second. f. Review applications and recommend Public Space/Public Art position candidate i. Joe Hilliard made a motion to recommend Pablo Arturo Garza for Public Space/Public Art position. Ericha Kemm seconded. ii. Joe Pena made a motion to recommend Dianna Bluntzer-Dura for the Public Space/Public Art position. Joye LaBarrett seconded. Motion passed. g. Election of Officers(written vote) i. Chairperson&Vice-Chairperson 1. Joye LaBarrett and Judith Prewitt made a motion to nominate Heidi Hovda for ACC Chair. Joe Pena seconded. Motion passed. 2. Joe Schenk made a motion to nominate Frank Trimble for ACC Vice-Chair. Joye LaBarrett seconded. Motion passed. ii. Chairperson for Visual Arts,Performing Arts,Cultural Enrichment,Youth Arts&Grants 1. Judith Prewitt made a motion to table until October meeting. Joe Hilliard seconded. Motion passed. IX. STAFF REPORT-None X. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA a. Review of meetings discussion i. Retreat will be held on October 8th at fpm—maybe the Science museum ii. TCA grant for Youth Arts Banner iii. Better process for bios iv. Rearrange subcommittees v.
