I. CALL TO ORDER - The regular meeting of the Municipal Arts Commission was
held on January 13, 1994 in the Committee Room, 1st floor of City Hall. Frank
Weathered, Chairman, called the meeting to order at 4:35 p.m.
II. ROLL CALL - The roll was called at 4:35 p.m. after a quorum was present.
III. APPROVAL OF THE MINUTES - John Yochem Jr. motioned to approve the
minutes of the December 9, 1993 meeting with the following correction requested
by Olivia Farrera: Section V.A. to read 'The committees' primary objective is to
insure art for public facilities and provide input for facility design". The motion was
seconded by Jane Harvey, and the vote was unanimous.
IV. DISCUSSION ITEMS:
A. Recommendation from the Visual Arts Committee to approve the
appointment of art selection panels for the Zavala Senior Center and the
CCISD/City gymnasium/Natatorium project. Lynda Jones motioned to accept
the recommendation by the Visual Arts Committee to approve the appointment of
the art selection panels for the Zavala Senior Center and the CCISD/City
gymnasium/Natatorium project. Joseph Wilson seconded the motion, and the vote
was unanimous.
B. Request for emergency city funding from the Creative Arts Center for a
mural to be located downtown on the corner of Schatzel and Chaparral
Streets in the amount of $1,500, and request for funding from the Harbor
Playhouse for the production of "Horns of Unicorns", an operetta of "Uncle
Tom's Cabin" in the amount of $1,000. Jeff Kean, Harbor Playhouse
representative, and Steve Ortman, Downtown Mural Project representative, were
present to offer support information for their requests. Lynda Jones motioned to
award the Creative Arts Center emergency city funding in the amount of$1,026 for
the downtown mural project. Joseph Wilson seconded the motion and discussion
was held. The motion to award the emergency fund to the Creative Arts Center
carried.

V. COMMITTEE REPORTS:
A. Projects Committee - Joe Morales identified the members of the Projects
Committee as: Olivia Farrera, Barbara Silverman, Frank Lucido, Joseph Wilson,
Jane Harvey, Ruth Delmar Sullivan and Jane Goode (advisory).
B.Visual Arts Committee - Lynda Jones reported that the Visual Arts Committee
will meet on Wednesday, January 19th at 4:30 p.m. to discuss public art projects.
VI. CURRENT CONCERNS:
A. Joe Morales requested that the Municipal Arts Commission by-laws be
amended to reflect the action taken regarding meeting absences.
B. Joe Morales also requested that the Commission discuss the new
responsibilities of the Historian. Discussion to be scheduled for the February
meeting.
VII. ACTION ON ABSENCES: Ruth Delmar Sullivan absent: 10/14/93; 11/11/93;
12/9/93; 1/13/94. Action deferred for further discussion at the February meeting.
VIII. ADJOURNMENT - The meeting was adjourned at 5:40 p.m.
