I. CALL TO ORDER - The regular meeting of the Community Cultural Plan Steering
Committee was held on Monday, March 27, 1995 at the Multicultural Center in Heritage
Park. Debbie Wingfield, Chairperson, called the meeting to order at 12:15 p.m.
II. ROLL CALL - The roll was called and a quorum was present.
III. APPROVAL OF THE MINUTES - Rev. E.F. Bennett motioned to accept the minutes of the
February 27, 1995 meeting. Eddie Olivares seconded the motion, and the vote was
unanimous.
IV. DISCUSSION ITEM:
Discussion regarding City Council Agenda Item on Tuesday, March 28, 1995, which
will request approval of a contract between the City of Corpus Christi and
ArtsMarket Consulting, Inc. to facilitate development of the Community Cultural
Plan.
Discussion was held regarding budget items in the ArtsMarket proposal as well as the
minimum amount of days that the consultants would actually be on site.
The initial meeting between the consultant and the steering committee was discussed and
it was decided that a preparatory meeting to define issues in the Arts/Cultural community
would need to be held.
The impact the Community Cultural Plan would have on future funding for arts
organizations was discussed. Dr. Bill Otton reported on a study he had recently received
regarding philanthropy in this country. The study said that 85% of philanthropic funding
came from individuals.

The Steering Committee agreed that cultural development in Corpus Christi has historically
been financed primarily by local philanthropists and that the Community Cultural Plan
should address methods of current funding and expansion of funding resources such
as businesses and groups as well as individuals. A priority should be the economic
stability for Corpus Christi's cultural organizations.
The Steering Committee agreed to hold a meeting on Monday, April 3, 1995 to define and
prioritize issues and objectives which are important to the arts community in order to
achieve an effective result for the Community Cultural Plan in Corpus Christi.
V. CURRENT CONCERNS: None.
VI. HEAR FROM THE PUBLIC: No one present.
VII. ADJOURNMENT -The meeting was adjourned at 1:05 p.m.
