CALL TO ORDER A quorum was declared and the meeting was called to order by Vice-Chairman Winship at 1:31 p.m. II. WELCOME/PROCEDURAL WORKSHOP Andrew Dimas, Development Services, gave a formal welcome to old and new Board of Adjustment members. Mr. Dimas reviewed Board of Adjustment procedures including Robert's Rules of Order. III. ELECTION OF OFFICERS Motion to elect Vice-Chairman Winship as Chairman was made by Board Member Johnson and seconded by Board Member Molina. Motion passed unanimously. Motion to elect Board Member Molina as Vice-Chairman was made by Board Member Johnson and seconded by Chairman Winship. Motion passed unanimously. IV. APPROVAL OF MINUTES Motion to approve minutes from the March 24, 2010, hearing was made by Board Member Johnson and seconded by Vice-Chair Molina.Motion passed unanimously. V. APPEALS 1. New Appeal(s) a. Appeal No. ZBA 0410-01 Admiral Linen and Uniform Service: Request for a Special Use Exception to install and operate a 1,000 gallon storage tank of sulfuric acid for the purposes of treating wastewater t • • The subject property is located at 4353 Baldwin Blvd, Russell Industrial Area, Block 7,Lots 1-3 located approximately 375 feet southeast of the intersection of Baldwin Boulevard and Russell Drive. Mr. Dimas presented the above appeal stating the applicant is Admiral Linen and Uniform Service. The applicant is requesting a Special Use Exception(SUE)to install and operate a 1,000 gallon storage tank of Sulfuric acid for the purposes of treatment of wastewater. The subject property is located at 4353 Baldwin Boulevard, Russell Industrial Area, Block 7, Lots 1-3, located approximately 375 feet southeast of the intersection of Baldwin Boulevard and Russell Drive. Staff Analysis: The request for the Special Use Exception (SUE) is to install and operate an above ground sulfuric acid storage tank located directly adjacent to the loading/parking area. The tank will hold up to 1,000 gallons of sulfuric acid for the purpose of treating wastewater.The sulfuric acid contributes to reducing the pH levels of the wastewater in order to comply with City environmental guidelines. Furthermore, the tank would provide an alternative method of operation as opposed to the current method of handling 55 gallon drums of sulfuric acid to treat the wastewater. Public hearing was opened. Mr.David Hoyt, Seguin,TX,came forward stating he was available to answer any questions. In response to Chairman Winship, Mr. Hoyt stated sulfuric acid is capable of dissolving almost anything. In response to Vice-Chairman Molina, Mr. Hoyt stated the acid is pumped into the tanks with safety devices and the sulfuric acid is used to reduce the pH levels of the property's wastewater in order to comply with the City's environmental guidelines. Vice-Chairman Molina stated the tanks would be safer than the 55 gallon drums of sulfuric acid currently stored and used at property. Public hearing was closed. Motion to approve New Appeal Item "a" was made by Board Member Johnson and seconded by Vice-Chairman Molina. Motion passed unanimously. VI. ABSENCES Mr.Dimas stated there were no absences to report. VII. ADJOURNMENT Motion to adjourn was made by Board Member Spear and seconded by Vice-Chair Molina.
