I. CALL TO ORDER
The meeting was called to order by Chairman Winship at 1:30 p.m.and a quorum was declared.
II. APPROVAL OF MINUTES
1. February 23,2011
Motion to approve the February 23, 2011 minutes was made by Board Member Spear and seconded by
Board Member Hellums. Motion passed unanimously.
III. APPEALS
1. New Appeal
Miguel Saldalla, Development Services, presented New Appeal No. ZBA 0311-01 YMCA — Coastal
Bend, stating the applicant requested a Special Use Exception from off-street parking requirements and
Alternative Compliance to the vehicular landscape screening requirements for an addition to the existing
building.

YMCA—Coastal Bend, requests a Special Use Exception from
the off-street parking requirements and a Alternative Compliance
to the vehicular landscape screening requirements for an addition
to the existing building.
The subject property is Stillman Trail undivided 1/2 Interest in
north 1/2 of Block 1 east of Carancahua Street, and Chapman
Addition,Block 1,Lots 1 —6, located south of the interchange of
Upper South Broadway and South Caranchahua Street, between
South Upper Broadway and South Carancahua Street.
Board Member Johnson inquired about the maintenance of the property and Mr. Saldafla responded that
the property owner was responsible for maintaining the premises and an irrigation system was going to be
installed.

Vice-Chairman Molina inquired about approval of the proposed Unified Development Code and Mr.
Saldana explained the tentative schedule.
Board Member Spear inquired about parking and Mr. Saldana answered that the parking was existing
i parking. A brief discussion was held on parking.
The public hearing was opened with no one coming forward in favor or in opposition. The public hearing
was closed.
Staff recommended approval of the applicant's request.
In accordance with Section 29 of the Zoning Ordinance, Board Member Johnson moved that Appeal No.
ZBA 0311-01, a request for a Special Use Exception for the reduction of the required off-street parking
requirements, for property described as Stillman Trail,north Vi of Block 1,and Chapman Addition,Block
1,Lots 1 through 6, be approved, based on the finding and that in the Board's opinion and as a matter of
fact, such a Special Use Exception will not substantially affect adversely the uses of adjacent and
neighboring property permitted by the Zoning Ordinance. The motion was seconded by Vice-Chairman
Molina.
• Chairman Winship requested a roll call vote and the roll was called. Motion passed unanimously.
In accordance with Section 29 of the Zoning Ordinance, Board Member Johnson moved that Appeal No.
ZBA 0311-01, a request for an Alternative Compliance to the vehicular landscape screening
requirements, for property described as Stillman Trail,north'/z of Block 1,and Chapman Addition,Block
1,Lots 1 through 6, be approved, based on the finding and that in the Board's opinion and as a matter of
fact, such a Alternative Compliance will not substantially affect adversely the uses of adjacent and
neighboring property permitted by the Zoning Ordinance. The motion was seconded by Board Member
Spear.
Chairman Winship requested a roll call vote and the roll was called. Motion passed unanimously.
Mr. Saldana presented New Appeal No. ZBA 0311-02 Commercial Metals Company, stating the
applicant requested for a Special Use Exception for objectionable uses.

The subject property is H.B. Sheppard Farm Lots, 18.89 acres of
Lot 4 and 39.01 acres of Lot 9,for a total of 63.79 acres, located
along the west side of Bronco Road, approximately 245 feet
north of Agnes Road.
The public hearing was opened with no one coming forward in favor or in opposition. The public hearing
was closed.
Staff recommended approval of the applicant's request.
Chairman Winship inquired about a Special Permit to the west of the subject property and Mr. Saldana
provided details on the surrounding properties.

facility, for property described as H.B. Sheppard Farm Lots, 18.89 acres of Lot 4 and 39.01 acres of Lot
9,be approved, based on the finding and that in the Board's opinion and as a matter of fact,such a Special
Use Exception will not substantially affect adversely the uses of adjacent and neighboring property
permitted by the Zoning Ordinance. The motion was seconded by Board Member Hellums.
Chairman Winship requested a roll call vote and the roll was called. Motion passed unanimously.
IV. ADJOURNMENT
Motion to adjourn was made by Board Member Spear and seconded by Board Member Johnson. Motion
passed unanimously and meeting was adjourned at 1:51 p.m.
