I. CALL TO ORDER: 1:30 P.M.
Present: Chair Shawn Karaca, Vice-Chair David Walker, Burris McRee, Tim Voorkamp,
Michael York, Bryan Johnson
Absent: None
II. APPROVAL OF MINUTES: December 19, 2018
Motion to approve this item was made by Vice-Chair David Walker and seconded by
Michael York. Motion passed unanimously.
III. APPEALS – DISCUSSION AND POSSIBLE ACTION ON THE FOLLOWING:
1. Appeals
a. Appeal No. ZBA 1118-01, Eduardo Correa:
Appeal of an administrative decision determining that a manufactured home for the
purposes of a caretaker’s quarters is a use and not a design standard and if
applicable a variance to allow a manufactured home to be used as a caretaker’s
quarters in a commercial zoning district on a tract of land addressed as 12337
Leopard Street and described as Lot 2, Block 12, Fallins Riverside Subdivision,
located on the south side of Leopard Street, east of Ravine Drive, and west of
Rehfeld Road.
Andrew Dimas, Project Manager, made the staff presentation.
Mr. David Lewandos, whose company was asked to provide the manufactured home,
made a case for allowing the structure.
Motion to deny was made by Vice-Chair David Walker and seconded by Michael
York. Motion passed unanimously.
b. Ap peal No. ZBA 0119-01, New Castle Construction, LLC:
Variance to allow for the encroachment of a single-family home into the corner street
yard setback on a tract of land addressed as 13982 Binnacle Street and described as
Lot 1, Block 712, Barataria Bay No. 3, located at the intersection of Binnacle Street
and Topgallant Street, east of Aquarius Street, and south of Lanyard Drive.
Chair Shawn Karaca abstained from participating in this appeal.
Andrew Dimas, Project Manager, made the staff presentation.
The builder, Mr. John Pope, explained to the board why he believed the building
ended up encroaching into the setback.
Motion to approve was made by Tim Voorkamp and seconded by Michael York.
Motion passed unanimously.
IV. DIRECTOR’S REPORT:
Nina Nixon-Mendez, Director of Development Services gave an update on the
condition of Bill Green, Assistant Director of Development Services.
V. PUBLIC COMMENT:
John Pope, 15837 Cozumel Drive, gave public comment regarding the need for form
surveys during the construction of single-family home to verify that homes are being
built in the correct location.
VI. ADJOURNMENT: 2:28 P.M.
