I. CALL TO ORDER: 1:31PM
II. Roll Call: Members present: Shawn Karaca, David Walker, Burris McRee, Tim Voorkamp, Bryan Johnson,
Gordon Robinson. Members absent. -.none.
III. APPROVAL OF MINUTES: August 28, 2019
David Walker moved to approve; Burris McRee seconded. Motion passed unanimously.
IV. APPEALS — DISCUSSION AND POSSIBLE ACTION ON THE FOLLOWING:
a. Appeal No. ZBA 1019-02, Chester Hulme:
Variance to allow for an accessory structure without a primary structure (pier) on a tract of land addressed
as 3725 Shore Drive and described as Lots 2, Block 2, Laguna Vista Shores, located along the east side of
Shore Drive, south of Clearview Drive, and north of Seaside Drive.
Andrew Dimas gave the staff Report. Staff recommended approval of the variance.
Public Comment: Ray Allen, who lives next door to the property in question, spoke in support of the
proposed pier. The applicant assured the board he intends to secure the pier with a gate.
David Walker moved to approve; Tim Voorkamp seconded. Motion passed unanimously.
b. Appeal No. ZBA 1019-03, Jack and Carol Solovey:
Variance to allow for the elimination of the zoning district buffer yard requirements along the southern
property line on a tract of land addressed as 4146 Flour Bluff Drive and described as Lot 25, Block 38, Flour
Bluff and Encinal Farm and Garden Tracts, located along the west side of Flour Bluff Drive and south of
Yorktown Boulevard.
Andrew Dimas made the staff report. Staff recommended approval of the variance.
Public Comment: Raul Martinez and his wife, Delma, sent in notifications in opposition to the variance
because he didn't understand how the variance would impact his property. After hearing the staff
presentation, he believes it will not affect his property and withdrew their opposition.
Trey Sommers, with Hogan Homes, stated the buffer zone isn't necessary because nothing can be built
behind it, and there is a berm running along the adjoining property.
Flo East commented that the notices were confusing.
David Walker moved to approve; Burris McRee seconded. Motion passed unanimously.
