Call to Order The meeting was called to order at 1:35 p.m. 1I. Roll Call Board members present: Cliff Atnip, John Dykema, Chris Hamilton, John Kendall, and Ricardo Martinez;Mike Lippincott joined the meeting at 1:45 p.m. Staff Present: Stephen Draper, Russ Arney,Steve Van Patten, Deborah Brown, and Elsa Martinez III. Discuss and Act as Appropriate on Re-alignment of Officers Mr.Atnip entertained a motion for re-alignment of officers. Mr. Lippincott made a motion to keep the present arrangement as is, having Mr. Lippincott serve as Chairman and Mr. Dykema as Vice- Chairman;the motion was seconded by Mr. Hamilton. IV. Review,Discuss,and Act as Appropriate on the 2010 Meetings Calendar Mr.Atnip offered the opportunity to discuss the 2010 calendar briefly. There being no discussion, Mr. Atnip approved the set calendar dates and times and proceeded with discussion on the next agenda item. V. Approval of Minutes: January 21,2010,Regular Meeting After review of the January 21, 2010, meeting minutes, Mr. Dykema made a motion to approve the minutes as presented; the motion was seconded by Mr. Martinez. The motion carried unanimously. VI. Review,Discuss, and Act as Appropriate on the 2009 International Building Code and Any Proposed Local Amendments Mr. Draper, Mr. Van Patten, and Mr. Arney engaged in a review and discussion of a revised and proposed Chapter 1, Scope and Administration, Part 1—Scope and Application, of the 2009 International Building Code. Noted changes which need to be made: Sections 424 and 425: number sequencing; Page 6, under "Building"title, Item No. 6 regarding concrete, add a note indicating "not for support of structure"; Page 6, Section 105.1, change phrase, "repair more than twenty-five (25)per cent" to read "repair one hundred(100)square feet or more"; Page 12, Section 107.1.3e, Mr. Arney will check to ensure this continues to comply with the Texas Department of Insurance requirements; Page 13,Section 107.1.4c, change the word "or in the first sentence to read"to"; Page 13,Section 107.1.6, change the word"profession"to read "professional"; Page 13, Section 107.1.7, add the phrase "flag pole" after " tower" and the phrase "must be designed by a registered design professional"at the end of this statement. Mr. Hamilton made a motion to accept the draft of Chapter 1 with the noted changes; the motion was seconded by Mr. Lippincott. The motion carried unanimously. SCPNED • Minutes of the Building Code Board of Appeals Regular Meeting February 18,2010 Page 2 Staff redirected the board to a previously discussed change of Chapter 34 of the International Building Code, specifically Section 3401.3.1 (c), Fifty (50) per cent rule. A discussion on the fifty per cent ensued among the members and staff. The board requested that staff and board members consider presenting a few options for consideration and possibly incorporating various options for customers to choose from. VII. Review, Discuss, and Act as Appropriate on the 2009 International Residential Code and Any Proposed Local Amendments VIII. Building Official's Report A. Department Updates B. Staffing • Mr. Draper shared that building services staff were involved in training in early February, training brought to Development Services by Texas A&M University—College Station. Mr. Draper informed that staff will also be made available to answer calls from contractors beginning March 1 between 7:30 and 8 a.m. The intent is to give contractors the opportunity to address any questions or concerns they may have. These are efforts to tweak customer service and train staff Mr. Hamilton shared positive comments that he's heard in the field. IX. Public Comments Board members may not deliberate or make a decision on any matter presented at this time. The Open Meetings Act limits Board response to only two options: 1)a statement of specific factual information given in response to an inquiry; or 2) a recitation of existing policy in response to the inquiry. Any deliberation of or decision about the subject shall be limited to a proposal to place the subject on the agenda for a subsequent meeting. Ms. Morey addressed the board regarding the Chapter 1 draft the board considered during the regular course of business in this meeting. She addressed Item No. 7 found on Page 7 regarding interior doors and door hardware. She informed that her concern is that of fire-rated doors replaced with non-fire-rated doors. Ms. Morey addressed a concern from Page 24 of the Chapter 1 draft, under Section b, Variances, particularly Item A and noted that this one item is in direct conflict with Items B, C, D and E. Ms. Morey addressed the topic of the 'fifty per cent rule." She informed the board that the answer has been provided and defined it as Chapters 4 through 12 of the Existing Building Code. X.
