I. Call to Order
The meeting was called to order at 1:31 p.m.
II. Roll Call
Board members present: ClfAtnip, John Dykema, John Kendall, Mike Lippincott, and Ricardo
Martinez.
Board members absent: Bill Ewing and Chris Hamilton.
City staff present: Stephen Draper, Steve Van Patten, Russ Arney, and Elsa Martinez. Deborah
Brown joined the meeting at 1:43 p.m.;Sylvia Arispe joined the meeting at 1:51 p.m.
III. Address Absences from May 20,2010, Meeting
The board excused absences of John Kendall and Ricardo Martinez from the May 20, 2010, regular
meeting.
IV. Approval of Minutes: May 20,2010,Regular Meeting
Approval of the minutes for the May 20, 2010, regular meeting was postponed for next regular
meeting.
V. Review and Discuss Building Permit Fees and Consider Any Recommendations Made by the Building
Code Board of Appeals
Discussions with the board on proposed increases to building permit fees continued After discussion
among the board and City staff the board requested an updated electronic calculator to be able to
work up recommendations for the next board meeting. Mrs. Arispe acknowledged the board members
request and told them she would forward the document to them via e-mail. This item was placed on
continuance for further discussions in a future meeting.
VI. Update Report on Recommendation to Change Appointment Terms of the Building Code Board of
Appeals
Ms. Brown shared a copy of the draft ordinance .submitted for City Council to review the
recommended change and read the draft ordinance to the board for review. She informed that this
ordinance would be presented to the council on June 29, 2010.
VII. Review and Discuss the Proposed Amendments to the 2009 International Building Codes
Ms. Brown informed that she has begun drafting the proposed amendments into ordinance format and
will continue to work on the document until its completion. Ms. Brown shared that there are eight
other codes coming down the pipeline for adoption.

Mr. Draper informed board members that he's been working on the budget and fees, as well as
working on the vacancies that need to be filled

Board members inquired about the possibility of adopting the 2009 building codes and then allowing
the amendments to follow. Mr. Draper reassured that the Department is very close on bringing it all
together to present it to City council. He informed that these should be ready in the next thirty to sixty
days.
IX. Public Comments
Board members may not deliberate or make a decision on any matter presented at this time. The Open
Meetings Act limits Board response to only two options: 1)a statement of specific factual information
given in response to an inquiry; or 2) a recitation of existing policy in response to the inquiry. Any
deliberation of or decision about the subject shall be limited to a proposal to place the subject on the
agenda for a subsequent meeting.
Ms. Jeri Morey addressed a few comments regarding permit fees and a break point for the different
types of commercial projects. She indicated she wants to see better quality control and more work
from Development Services.
