MINUTES
I. Call to Order
Meeting was called to order at 1;38 p.m.
11. Roll Call
Board Member Present. Debbie Schibi, John Dykema, Randy Farrar,John Kendall and Ricardo
Martinez
Ricardo Martinez came in at item IV
Board Members Absent: Vincent Doyle, and Ray Jones
Staff Present:John Speights and Yvette Francis
III. Approval of Minutes: July 10,2012, Special Called Meeting
August 22,2012, Special Called Meeting
A motion to approve the minutes for July 10, 2012, special called meeting, was made by Mr.
Kendall, the motion was second by Mr. Dykema and the motion carried 4-0.
A motion to approve the minutes for August 22, 2012, special called meeting, was made by Mr.
Kendall, the motion was second by Mr. Dykema and the motion carried 4-0.
IV. Discussion and possible action regarding an amendment to Chapter 14 of the Code of Ordinances
pertaining to the authority of the board and the frequency of meetings.
Mrs. Francis gave a recap of the proposed amendment which added the authority of the Board to
hear variances or proposed amendment to the International Energy Conservation Code. In
addition, the proposed amendment would also change the frequency of the meetings from monthly
to quarterly. Mr. Dykema wanted to know if Development Services knew how to calculate the
manual counts. Mr. Speights stated that there is a program that would do the calculations. Mr.
Martinez joined the meeting and Mr. Dykema gave him a recap of what we had just covered.
A motion to approve the amendment was made by Mr. Farrar, the motion was second by Mr.
Kendall and the motion carried 5-0.
V. Building Official's Report
A. Department Updates-Combo Inspections
Mr. Speights explained that we are trying to move to combo inspections. This would save
on fuel and save the contractors time. Mrs. Schibi stated that there are some concerns with
moving towards this and that the Sub contractors are concerned that a plumbing inspection
should be performed by a plumbing inspectors and the same is true for all the trades. Mr.
Martinez wanted to know that they would be properly trained and have their certification
cards before we launched combo inspections.
B. Staffing- Building Inspectors Position
Mr. Speights stated that we have added a new plumbing inspector, Daniel Wildenhaus and
that we have a new building inspector that came from Florida.
VI. Public Comments
Jerry Morey called her concern in regarding the frequency of meetings.
VII. Identify items to be placed on next agenda
