Roll Call Present.-Ray Jones; Debbie Schibi, Randy Farrar and Chuck Anastos Absent: Vincent Doyle Staff Gene Delauro, Yvette Dodd, John Speights and Steven Rhea 111. Discussion and possible action regarding a variance to waive windstorm requirements for a - proposed modular buildings. (Project: People Assisting Animal Control; Location: 5804 Ayers Street;Requestor: Ramiro Munoz,111,PE,MLSE). Steven Rhea,project manager,presented the project as two modular building onsite for P that do not have a permanent foundation. The costs for a permanent foundation is not feasible for this non-profit organization. Instead they are asking to use what was an acceptable methodyears ago for windstorm with blocking and strapping. This would be submitted by an engineer and inspected for windstorm compliance. Ram Munoz, engineer, explained that they will have third party insurance on the program, but doesn't wish to have TWIA insurance. Mr. Delauro that the municipal code does not mirror the language from the State and that staff is working towards revising that language. Mr. Delauro stated that municipal code allowed us to issues a conditional permit during the appeal process. Mr. Munoz stated that the building is erect and ready for Certificate of Occupancy. Staff recommends that this variance be approved as it meets 120mph tie down standards no matter the type of foundation. Mr.Anastos asked if there is vertical reinforcement. Mr. Munoz explained the vertical reinforcement that has been installed Randy Farrar made a motion to approve the variance. Ray Jones second the motion, Motion carried 4-0. rr IV.
