I. Call to Order

Staff: Gene Delauro, Yvette Dodd, Jesse Hernandez and Priscilla Ramirez
111. Discussion and possible action regarding a variance for proposed roofing installation. (Property
location: 952 Parade Street; Requestor: Cole Grundhauser)
Mr. Delauro explained that the applicant wishes to install a new roof over an existing roof that
already has a woodshake layer and asphalt shingles. Mr. Delauro explained that the applicant
has asked to install the roof over both layers and Staff has denied based upon 2009 IRC R907.3
and R903.5. Randy Farrar askedthe applicant what the new roofmaterial would be made out of
Cole Grundhauser, the applicant, explained that the material is Endura which is lightweight. He
further explained that roof has no sheathing but has cedar shakes and 1x4 placed 9 Y2 inches on
it center. Chuck A nastos asked ifa vapor barrier or water barrier would be used Mr.
Grundhauser said he would be using 301b felt.
Debbie Schibi inquired as to whether the roof would still need to pass windstorm and if the
windstorm requirements are the same as the Building Code Requirements. Mr. Grunhauser said
that Voss would approve if he used 4 inch nails. Mr. Delauro explained that TDI does review the
WP1-2 before they issue the WP-8 and if TDI does not agree with the engineers findings they will
not issue a WPI-8 for insurance purposes. Mr. Delauro stated that the basis for denial is the
roofing code is clear about not replacing the roofing over exiting roofing and introducing a third
layer without any structural analysis to see if the roofing system can handle the additional
weight. Mr.Ansatos asked if the structure was a wood frame system. Mr. Grundhauser explained
that it is wood frame 4112 pitch with 2x6 raptor size with 24 inches centers and the longest span
is 16 feet. Ray Jones stated that is over spanned already even with one layer of roof Mr. Jones
asked if this was a rooffor the applicant or a client. Mr. Grunhauser stated this was for a client.
Ray Jones made a motion to abide by City codes and staff recommendation and not allow for the
variance. Randy Farrar seconded The motion passed 4-0.
IV. Discussion and possible action regarding a variance to waive windstorm requirements for the
building. (Project: Groomers Seafood; Location: 4002 E Causeway Blvd;Requestor: Ramiro
Munoz, III,PE, MLSE).
Applicant has requested that this item be removed from this agenda.

V. Discussion and possible action regarding a variance to waive windstorm requirements for a
proposed modular building. (Project: Rain for Rent; Location: 433 N.Navigation Blvd. Bld. 2;
Requestor: Ramiro Munoz, 111,PE, MLSE).
Jesse Hernandez explained that the project has been through review and has met all of the
windstorm requirements. The owner pulled the building and had it replaced and the new owner
doesn't want to insure by TWIA instead would like to use third party insurance. Staff explained
that language in the Code of Ordinances mandates that a WP12 be provided to issue a
Certificate of Occupancy (CO). Randy Farrar wants to know why wouldn't they obtain the WPI-2
and then get third party insurance,
Ram Munoz, acting on behalf of the Owner, stated the City has this requirement but the State
does not. Chuck Anastos asked if the City would allow the building to be occupied with outside
insurance. Gene Delauro stated that Chapter 14 specifies that the WPI-2 is required. Mr.
Delaurofirther explained Staff intentions to move to allow for commercial projects to obtain
third party insurance in lieu of the WPI-2. How they insure it or if they insure it shouldn't be
dictated by the City we should only dictate if the building is constructed per building windstorm
regulations. Mr.Anastos asked iffailure to have TWIA windstorm insurance would endanger any
FEMA coverage for the area. If you don't have a WPI-2 how do you get flood insurance. Mr.
Delauro explained that FE M4 only requires an elevation certificate to obtain flood insurance
and that the two do not go hand in hand.
Mr. Delaurofeels that self insurance should only be allowed on Commercial and never on
residential and explained that the City had at least 6 projects last year that wanted to self-insure.
Randy Farrar motion to waive the WP12 with proper insurance, Ray Jones seconded.All in
favor 4-0.
