Roll Call Present: Robert Knowles, Ray Jones, Chuck Anastos, Ram Munoz, Steven McClure Absent: Randy Farrar-out of town (excused) Staff:Building Official-Gene Delauro, Michelle McCollum and Bill Green 111. Approval of Absences: March 19, 2015 Regular Meeting Absences: Debbi Schibi (resigned), Steven McClure-excused, Ram Munoz-excused Chuck A called for a motion to approve the absences. Ram Munoz second that motion. The motion carried 5-0. IV. Approval of Minutes: March 19,2015 Regular Meeting Correction: R Knowles mentioned striking out the verbiage referencing "Ray Jones Approved this was an error in the minutes of 3119115. Chuck Anastos called for a motion to approve the minutes with the correction for the minutes and Robert Knowles second the motion. Motion carried 5-0. V. Public Comments:None R. Knowles mentioned to board secretary to move the verbiage regarding "Open Meetings Act" to coincide with public comments and not at the bottom of agenda. VI. Discussion and possible action regarding Fire Sprinkler Requirements for Multifamily Townhome Projects. Gene-IRC Sec R, 313 was passed out to give information regarding sprinkler systems in dwellings. Townhomes are different and can be reviewed and inspected under the IRC. Come to a consensus as a board regarding sprinkler systems in townhomes. In the interest of public safety,ANY unit that contains units of 3 or more that allow transient use should be required to have a sprinkler system. IRC vs IBC interpretation. Chuck called for a motion for the city's definition of three or more units turns into multi family dwelling should require a sprinkler and to have clear-cut language referencing gnE building size of 3 units or larger will be required to have sprinklers. Ram Second the motion. Motion carried 5-0. VII. Discussion and possible action regarding City Registration of Building Contractors and Roofing Contractors. Gene gave examples regarding citizen complaints of contractors doing work and conducting business that are not licensed and fail to complete the work, taking their money in the process. Gene mentions that you should have to register as a contractor to receive a building permit. Most citizens do not realize their contractors must be registered. The department will be conducting public service announcements regarding permits to educate the citizens regarding the understanding of the process. Chuck suggests that the campaign should site generic examples of what happens when citizens are cheated by bad contractors. Gene-other city's register the contractors, such as Kingsville and Alice. First step is registration for our building and roofing contractors and minimal insurance requirement. Motion carried 5-0 VIII. Building Official's Report A. Department Updates: Infor and Bentley is being moved back 30 days from I August 2015 to I September 2015 due to anticipated technical issues being worked 80 new homes were permitted. 22 million in commercial construction last month-May. Miguel Saldana retired as our Senior City Planner. Gene mentioned the average residential home value is 158K,- information is advertised regarding these values on our city website on a monthly basis. Questions asked from last meeting: Fees to cover costs-Fees vs General Funds. Last year 4%of Department fees from General Fund Taking a revised fee ordinance to Council this fall.
