Roll Call: • Present Garry Camp, Robert Knowles, Ray Jones, Steven R. McClure, Chuck Anastos, and Ramiro Munoz, Ill. • Absent. Randy Farrar • Staff- Gene Delauro-Building Official, Criselda Aguirre-Board Secretary Ill. Approval of Absences: Regular Meeting. May 18, 2016 - Ray Jones and Steven R. McClure A motion to approve absences was made by G. Camp and seconded by R. Munoz. IV. Approval of Minutes: Regular Meeting: May 18, 2016 Motion to approve minutes was made by R. Knowles and seconded by S. McClure. V. Public Comments: None I. Discussion on the qualifications for commissioning agents as required by the 2015 IECC. Gene Delauro, Building Official, gave staff presentation on this item, regarding Section C408-System ort that rep Commissioning. He stated if someone submitted a commissioning 9 1 was not supported by one of the (5) accredited agents/or ganizations, he would deny the submittal, and at that time, the applicant would have the opportunity to appeal that decision and present his submittal to the Board for further evaluation. Gene stated within 4-6 months, text amendments such as this, would be taken to City Council for approval. After discussion amongst Boardmembers and staff, a motion to approve this item was made by R. Munoz and seconded by G. Camp in agreement with Staff's decision to adopt the 2015 IECC with the added language, "an additional certification as deemed equivalent by the Building Code Board of Appeals." All in favor, none opposed. VII. Discussion on the Cost of Service Study Gene Delauro, Building Official, gave staff presentation on this item. A 31d party consultant is currently evaluating our department's fees. There are (3) models that are being considered. Fees based on evaluation, square footage, or low base permit fee + individual inspections fees. There are currently no re-inspection fees assessed, that may change dependent on the type of fee model the City decides to implement Discussion only, no action taken. Page 1 of 2 Vill. IX. Building Official's Report A. Department Updates ■ New Interim Director of Development Services, Dan McGinn ■ Former Director of Development Services: Dan Grimsbo was moved to the Utilities Department ■ New Sr. Project Manager, Steven Rhea B. Permit Recap: July 2016, total estimated$42 million ■ 103 New homes permitted. Estimated$20 million ■ 226 Residential remodels and additions ■ 30 New Commercial Buildings ■ 56 Commercial remodels and additions a 10 Mobile Homes ■ 28 Demolitions ■ 21 Signs ■ Total permits issued in these categories: 474 X.
