Roll Call and Introduction of Guests and City Staff o Present: Robert Knowles, Ray Jones, Randy Farrar, Chuck Anastos, Ramiro Munoz, III and Garry Camp (arrived at 1:32pm). o Steven R. McClure - Resigned o Staff: Gene Delauro – Building Official, Yvette Dodd – Floodplain Manager and Stacy Canfield – Board Secretary. III. Approval of Absences: Regular Meeting held on November 16, 2017  Steven R. McClure, Chuck Anastos o Motion to approve made by Ray Jones seconded by Ramiro Munoz, III. 0 Opposed. Motion passed. IV. Approval of Minutes: Regular Meeting held on November 16, 2017 o Motion to approve made by Robert Knowles seconded by Ray Jones. 0 Opposed. Motion passed. V. Annual Election of Chairman and Vice-Chairman per Section 14-206-1.5.2 Organization o Due to having an appeal to hear this item was held off till after the appeal. o After the appeal case was heard and voted on. o Motion to Elect Ramiro Munoz, III as Chairman for 2018 was made by Randy Farrar and seconded by Garry Camp. 0 Opposed. Motion passed. o Motion to Elect Robert Knowles a Vice Charmin for 2018 was made by Ramiro Munoz, III and seconded by Ray Jones. 0 Opposed. Motion passed. VI. Public Comments: None VII. Appeal of the Flood Hazard Prevention Code by Fulton Construction to allow construction to remain without design elements to allow for entry and exit of flood waters in accordance with section 14-532(3) of the City Municipal Code. o Gene Delauro presented the reason for the appeal. – Applicant has brought to our attention that there are construction issues with trying to flood proof the area, based on the issues they have decide to appeal to the board. o Ray Jones stepped out due to company involvement. o Applicant stated they would just like to be available to answer any questions from the board and had no statement to make at the time. o Motion was made to open Appeal by Fulton Construction for Discussion by Randy Farrar Seconded by Ramiro Munoz, III. 0 Opposed. Motion passed o Gene presented photographs of the area in question. o Yvette Dodd presented the staff position – which is to bring the building into compliance using the best practices available being that the building is already constructed and the area in question is part of a structurally supporting wall. Flood proofing is something we discussed but is not possible due to the fire egress in this situation. We are looking at it like if a flood event is going to happen we are going to be aware ahead of time as to if a fire event is going to happen with no warning. Keeping public safety as the most important factor. Staff is in support. o Robert Knowles took a vote now.0 Opposed. Board Approved Application. VIII. Discussion regarding Infill Housing and Tiny Housing o Discussed the different thoughts on Infill and Tiny Housing in the City now. There was discussion on what the fee should or shouldn’t be, some possible was to address platting, the need to allow creativity while remaining code compliant and keeping public safety as the focus, maybe creating Tiny homes as an alternative to apartments and a more affordable home option to subdivision home life. Infill housing goal is to make unproductive lots within the City productive. IX. Building Official’s Report o Gene Delauro presented this item to the Board. Discussed the Department Updates. o Gene reported that in April the City will assist student form TAMUCC in the building of 15 Tiny homes for a competition to be held at the American Bank Center. X. Identify items to be placed on next agenda o Infill/Tiny homes o UDC Rewrite XI.
