The meeting was called to order by Chairman Braselton at 1:30 p.m. in the staff room
on the first floor of City Hall. The first item of business was roll call. Mr. Garcia &
Mr. Wheaton were absent. Motion made to excuse Mr. Dodson from the previous
meeting, seconded by Mr. Cotton.
The next item of business was approval and/or corrections of the minutes from the
previous meeting (March 27, 2003). Motion mady by Mr. Cotton, seconded by Mr.
Skrobarczyk. Passed unanimously.
Motion made by Mr. Cotton, seconded by all to skip item#4 and go to the Appeal.
The next item of business was the public hearing for BC 07-03, D & L Properties - 413
N. Chaparral Street. Mrs. Bibiana Dykema(representing Ms. Lynn Allison) presented
the appeal requesting a variance to Section 1010.3 (Exception 3 & 4) of the City
Corpus Christi Building Code requesting to delete requirements for a sprinkle system
in a 2 hr rated corridor. A building permit was issued under the guideline that the exit
corridor be sprinkled. A few years ago, a similar case (Plant Luna) was issued a
similar permit. The owner will build the corridor, but they are appealing the sprinkle
system due to the fact that the city water line is not 1-angle enough to support the
• sprinkler system. Captain Borden of the Fire Department is in agreement to waive the
sprinkle system. There were several questions from board members, one was is the

appellant going to put a fire alarm system in the building? Mr. Cotton asked about the
hallways. Do the walls go to the deck, yes was the answer? Motion made by Mr.
Dodson to grant the variance with the understanding that the exit will be marked and
defined and that a fire alarm system be installed, seconded by Mr. Cotton.
The next item of business was Chapter 1, Building Official Report and discussion of
pending and/or old business items. Mr. Kendall stated that the city is going to bypass
the 2002 codes and adopt the 2003 codes. A copy of the electrical letter that was
drafted by Mr. Kyle Budd, Chairman of the Electrical Advisory Board concerning
board elimination and have the one technical board was passed out for the Building
Code of Appeals to add their comments and concerns. Motion by Mr. Skrobarcyzk,
seconded by Mr. Cotton that Chairman Mr. Braselton rewrite their letter about their
concerns about eliminating the board. The board also mentioned the appeal of Mr.
• Victor Medina, the American Filitation at 601 Lily, and the status of a permit. No
permit as been issued. Mr. Kendall will send an inspector out to check if the building
is still there.
The next item of business was petitions from the audience. There were none.
Motion made by Mr. Cotton, seconded by Mr. Gonzales to adjourn the meeting at 2:10
p.m.
