Vice Chairman Johnny Cotton called the meeting to order, at 1:30 p.m. The first item of
business was roll call. Bill Braselton, Jerry Garcia, and Richard Dodson were absent.
• The next item of business was approval and or correction of the minutes from the
previous meeting (August 28, 2003) Motion made by Ronald Wheaton and seconded by
Ernest Gonzalez to accept the previous minutes as submitted.
The next items of business:
Review and possible action on changes to and adoption of Chapter 1
Chapter 1 was published for council action as discussed by the board during the time we
were considering adoption of the 2000 International Codes.
The next item of business was the Building Official's Report:
Mr. Sosa was not able to attend this meeting. Mr. Harney discussed the reorganization of
the department. Margie Rose is the Acting Director of Development Services. Art Sosa is
now the Assistant Director of Development Services/Building Inspections, and is over
Special Services. Michael Gunning is the Assistant Director of Development
Services/Planning. Both Assistant Directors hold similar positions. Mr. Harney also
believes that Development Services is in the process of searching for a Permanent
Director.

The next item of business was pending, old and new items for future agendas.
There were no appeals. Questions were raised by various board members as to who can
submit the Energy Conservation form were brought up and what are the terms? Are there
any qualifications? What are the requirements for an Asbestos Survey? Is there a TDH
regulation? These questions will be answered at the next board meeting.
The next item of business was petitions from the audience.
There were none.
Motion was made and seconded to adjourn. The motion was passed unanimously
at 2:15 p.m.
