Sosa, Building Official Alonzo Garza, Plan Examiner Coordinator Joseph Harney, City Attorney Julie McCoy, Recording Secretary Chairman Bill Braselton called the meeting to order, at 1:38 p.m. The first item of business was roll call. Ernesto Gonzalez, Phillip Skrobarcyzk, and Ronald Wheaton were absent. • Mr. Braselton, Mr. Garcia, and Mr. Dodson asked to be excused for the absence at the previous meeting. Motion to excuse their absences was made by Mr. Dodson, and seconded by Mr. Garcia. Passed unanimously. The next item of business was approval and or correction of the minutes from the previous meeting (September 25, 2003) A correction to the spelling of Mr. Cotten's last name was necessary. Motion made by Johnny Cotten and seconded by Mr. Dodson to accept the minutes with corrections. Passed unanimously. The next items of business was a combination of the City Council's actions on Code Adoption and the Building Official's report: The 2003 Codes were approved by council on September 9, 2003 and were posted on September 15, 2003. The legal department has informed us that the 2003 Codes became effective the same day of posting. Development Services/Building Inspections has plans on having outreach presentations. These outreach presentations would cover the Building Codes, Residential Codes, and the Flood Plain Codes. Alonzo Garza, Plan Examiner Coordinator would also be conducting quarterly training sessions to the AIA (Architect Institute of America). • SCANNED Development Services P.O. Box 9277 • Corpus Christi,Texas 78469-9277 • (361)880-3240 1110 41110 Building Code of Appeals Board • Minutes Page 2 Development Services currently has three job vacancies, these vacancies include a Sr. Building Inspector, an Intake Specialist, and a Special Services Engineer. Building Inspections hopes to be fully staffed by the end of the year. Mr. Sosa stated that he would be performing the WPI2 inspections, and that he currently has two building inspectors on board who are qualified Coastal Construction inspectors. The next item of business was the introduction of the Plan Examiner Coordinator: Alonzo Garza has been with the Building Inspections for about seven months now. He used to be a project manager for two local architects, specializing in large mercantile and retail development. Mr. Garza is encouraging pre-submittal conferences on all commercial projects. During these conferences our staff would review and discuss all aspects of the project. The next item of business was questions for the board members: Will the City be able to do TDI Inspections instead of State Inspectors? Answer: Yes, the city inspectors will be able to do TDI Inspections, but on a limited scale. Inspectors will be limited to the Southside, 1 & 2 story family dwellings, and • prescriptive elements. When more of the building inspectors become certified, we will be able to expand. Who is the point of contact when plans and permits are ready? Answer: Art Sosa or Alonzo Garza Does the City have plans in place for Fast Track Projects? Answer: We would like to implement the Fast Track Program. The Fast Track Program would allow builders, designers, and contractors to get their plans back sooner for a premium. The next item of business was any old or pending items to be put on future agendas: Will board members be getting code books? Answer: We will be providing them soon in the new few weeks. Will board members be getting clean copies? Answer: Yes. What will happen if we have a meeting with twenty or more people in the audience? Answer: We would move the meeting to the third floor. The Fire Dept has a training conference room capable of holding more people. • • • 11110 • Building Code of Appeals Board Minutes Page 3 The next item of business was new items for future agendas: Motion made by Mr. Dodson and seconded by Mr. Garcia to call meetings in November and December only if necessary. Motion carried unanimously. The January 2004 meeting will serve as an orientation to all board members. During the orientation, procedures and board member authorities will be discussed. A vice chairman would also have to be elected at that time. A roster with current terms of the board members will be provided at the next meeting. The next item of business was petitions from the audience. There were none. Motion was made by Mr. Garcia and seconded by Mr. Cotton to adjourn.
