Richard Dodson and Ernesto Gonzalez were absent. EXCUSED ABSENCES Ronald Wheaton asked to be excused for his previous absence. A motion was made by Philip Skrobarczyk and seconded by Bill Alford to excuse Mr. Wheaton's absence. The motion carried. bQ[IC ti.in I w APPROVAL OR CORRECTION OF MINUTES—July 22, 2004 Correction #I- (italicized) A correction needs to be made to the second paragraph of page 3. The sentence currently reads John Tucker seconded the motion. The sentence needs to say John Taylor seconded'the motion. Correction#2- (italicized) Mr. Taylor requested that the question regarding the response time be added to the minutes since it was an important factor to the appeal case. What is the closest Fire Station's response time in the event of an emergency? Response by Mike Borden: The station's response time is going to be between three to five minutes. • AGENDA ITEMS Variance to the Flood Hazard Prevention Code Request to build restrooms and boaters facilities at grade (below BFE) • Appeal No. BCO 0604-04 City of Corpus Christi Park & Recreation-Marina Division Lawrence T Head, located at 400A North Shoreline Blvd. Peter Davidson, Marina Superintendent came to the Building Code Board of Appeals to request a variance to the Flood Hazard Prevention Code. Mr. Davidson would like to construct an at grade bathroom and boaters facility at the location mentioned above. The Marina Division was able to obtain a grant administered by The Texas Parks and Wildlife. The Texas Parks and Wildlife has set aside 10 million dollars for 2004 to enhance boater's facilities all over Texas. They will be receiving grant money for this project. The total cost for the building with Engineer and Architectural cost is a little over half a million dollars. • Will have four family style bathrooms w/shower, commodes, and lavatories • Will be private-under lock and key to all boaters • Will have a meeting room that can be used for the Water Shore Advisory Committee • Meeting room will be equipped with computers and internet access for the boaters • Laundry facility available as well • Will be patrolled 24 hours a day, 7 days a week, 365 days a year. • Installing proximity cards, wireless and digital cameras for survelliance Item 2 of Section 13-191 of the City Ordinance states that new construction and substantial improvements of any commercial, industrial or other nonresidential structure shall either have the lowest floor (including basement) elevated to or above the base flood level or together with attendant utility and sanitary facilities, be designed so that below the base flood level the structure is watertight with walls substantially impermeable to the passage of water and with structural components having the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy.A registered processional engineer or architect shall develop and/or review structural design, specifications. and plans for the construction,and shall certify that the design and methods of construction are in accordance with accepted standards of practice as outlined in this subsection. A record of such certification which includes the specific elevation (in relation to mean sea level)to which such structures are flood proofed shall be maintained by the floodplain administrator. 1110 Comments by Philip Skrobarczvk • Been on and off the board for the past 20 years • Would like to make a motion to support the variance • Board got slammed by FEMA for granting appeals for the construction of the marina offices downtown • The Board's only risk for granting a zillion of these appeals is that FEMA will pull out of the Coastal area. • If we are unreasonable within a period of time, then FEMA will send an inspector to visit the granted sites and may consider not revisiting our area during catastrophic times. • Materials used must meet the criteria of the Engineer Comments by Johnny Cotten • Design does not appear to be habitable • Many of the walls and finishes are hard type • Recommend that there be no wood • Plumbing needs to be PVC or Copper • Roof should not be steel or aluminum Comments by Alonzo Garza • Under the 2003 Building Code, the glass skylight portion top of the building needs to be protected. • Hurricane resistant glass is recommended Mr. Sosa sited the Variance procedures to the City of Corpus Christi's Flood Hazard Prevention Code before any decisions were made by the Board. A motion was made by Phillip Skrobarczyk to grant the variance based on the following: • Provide Engineered documents showing compliance of all Building Codes • Will not create a hardship to the owner or surrounding tenants • No overnight stays will be allowed at this facility • Will not negatively impact surrounding buildings or neighbors Bill Alford seconded the motion. Response: l 80 days brq r, Nitnvt, h i,:. :OC= Pact 3 of e 1111110 BUILDING OFFICIAL'S REPORT Given By Art Sosa • • Discussion on taking ordinance changes to,council in July was pulled off • Changes to the ordinance will be taken in August • New budget was adopted • No discussion on fee increases, will have more information on a later date • Internally working on training opportunities for AIA and outreach to the public • Permit and review times have decreased FUTURE AGENDA ITEMS There were none at this time. PETITIONS FROM THE AUDIENCE Jeri Morey, Architect • Coordinating a meeting for the AIA to meet in August • Looking to keep costs down by having five to six exhibitors • Goal is to teach Code Rules Alonzo Garza, Plans Examiner Coordinator • Does not want Brown Bag sessions to impact work schedules, would like to break up to have a meeting every quarter • Would like to speak about specific interests • Biggest intent on having session is to work with design professionals and designers • Give people the departments interpretation of the building codes • Would like to bring in different speakers ADJOURNMENT A motion was made to adjourn by John Taylor and seconded by Ronald Wheaton.
