I. Call to Order
Meeting was called to order at 1:40 p.m.
II. Roll Call
Board members present: Don Boyd, Cliff Atnip, Bill Ewing,John Dykema, Mike Lippincott,
Ricardo, Martinez, and John Kendall
Staff present.: Jay Reining, Catherine Mireles
III. Approval of Minutes of January 9,2008 Special Meeting
Mr. Lippincott made a motion to approve the Minutes of the January 9, 2009, Special Meeting,
seconded by Mr. Boyd. The motion carried unanimously.
IV. Discuss and Act as Appropriate on Election and Re-alignment of Officers
Mr. Kendall nominated Mr. Atnip to serve as the Chairman for the Building Code Board of
Appeals;Mr. Lippincott nominated Mr. Dykema to serve as Vice Chairman
Mr. Kendall amended his previous motion to include Mr. Dykema as Vice Chairman, Mr.
Lippincott seconded the motion. The motion carried unanimously.
Mr.Atnip changed the order of business and proceed to Items X and IX
V. Appeal No. 0109-001, Request for a Code Variance to the International Building and
International Fire Codes, Section 903.2.7, Regarding Sprinkler Requirements for Group R
Occupancies,Location: Callicoate Mini Storage,4302 Callicoate Road,Corpus Christi,Texas
Due to conflicts in schedule this item was postponed for a later time.
The board recessed to wait for Mr. Maples to arrive.
Mr. Maples arrived and the board reconvened from recess to address remaining items on the agenda.
VI. Review and Discuss the Permitting Process
Mr. Maples informed the board that every permit issued will have a checklist. The checklist will
have instructions attached explaining each item outlined on the checklist. Mr. Maples gave an
example on how this checklist will assist customers and permit clerks provide accurate and
efficient service. He used the example of how often the terms "electrical re-out"and "electrical
permits"are confused by the staff. Mr. Maples shared that a questionnaire should be helpful to
the customer and the clerk in determining what services are being sought. Mr. Maples informed
the board of the development of a Development Services Center Procedural Manual which will
contain documents and handouts. Mr. Maples informed the board that this manual would also be
made available online. He shared an example of the contents the manual would have for a
commercial project. He indicated that mandatory items would be identified for commercial plan
submittals and if these items are missing,plans will not be accepted.

Mr. Maples provided a brief synopsis. He directed the board's attention to the definition
changes. He encouraged board members to look at the 50 percent rule on page 11 and informed
that this definition was stricken because it will be taken from the flood hazard prevention code.
Mr. Maples highlighted that the major changes start on page 26 with "Minor Repairs and
Alterations." He informed that this is where the building, plumbing, mechanical, and electrical
exceptions to the code are found, those not requiring a permit. He informed that this section has
been altered completely and added that what has been included here is what the 2006 building
code defines. Mr. Maples noted that what has been transcribed in Chapter 14 will not read
verbatim with the 2006 building code, but the principle is the same. He informed that what
appears in Chapter 14 text makes a little more sense and is a little broader than what appears in
the 2006 building code.
Mr. Maples directed the board's attention to Section 14-216 and informed that this section has
been modified in its entirety. He also directed their attention to pages 32 and 33 which outline
the required documents for commercial projects. He noted that these came from the AIA
architects that made a presentation to the board. Mr. Maples asked board members to look at the
next section titled "Additional Data" and "Windstorm Plan Information" on page 34. He
addressed pages 34 through 39 indicating that this was information suggested by the AIA
architects.
Mr. Maples also discussed a change that came about from the Homebuilders group regarding the
WPI8 form is not required at the time of request for a certificate of occupancy. The
homeowner/builder is required to provide it within two weeks from the final certificate of
occupancy inspection. If it is not received within two weeks, Building Services staff is required to
notify the owner, builder, and the Texas Department of Insurance (TDI) by letter. Mr.Boyd
inquired on who would be monitoring this situation. Mr. Maples said that the staff will through a
tracking system. He informed that a letter which would be sent to all applicable parties and TDI
will be generated by the system.
Mr. Maples directed the board's attention to page 41, the highlighted section, that addresses
triple fees for those projects done without a permit. He also directed their attention to pages 44
and 45, where the permitting process, specifically inspection sequencing. He spent a little time
elaborating on the inspection sequencing.
Mr. Maples asked board members to look at Section 14-222 on page 47 that addresses
inspections and dry wall and Section 14-223 on page 55 which addresses how certificates of
occupancy are issued Mr. Maples informed that this concluded the synopsis of the major
document in the document he shared with the board.
VIII. Building Official's Report: Department Updates
This item was not addressed due to time constraints.

IX. Public Comments
Board members may not deliberate or make a decision on any matter presented at this time. The
Open Meetings Act limits Board response to only two options: 1) a statement of specific factual
information given in response to an inquiry;or 2)a recitation of existing policy in response to the
inquiry. Any deliberation of or decision about the subject shall be limited to a proposal to place
the subject on the agenda for a subsequent meeting.
No one addressed the board during public forum.
Mr. Atnip changed the order of business after concluding Item IX and moved to Item V.
X. Identify items to be placed on next agenda
Board members did not idents any items for discussion for the next agenda.
XI. Adjourn
The meeting was adjourned
