1. Call to Order CITY SECRETARY'S OFFICE
The meeting was called to order at 1:41 p.m.
II. Roll Call
Board members present: Cl f"Atnip, Bill Ewing, Chris Hamilton, Mike Lippincott, and Ricardo
Martinez.
City staff Stephen Draper and Elsa Martinez
III. Approval of Minutes:
October 15,2009,Regular Meeting
Mr. Hamilton motioned to approve the minutes as presented; the motion was seconded by Mr.
Lippincott. The motion carried unanimously.
IV. Review,Discuss,and Act as Appropriate to Recommend to City Council the Adoption of Proposed
Local Amendments to the 2009 International Building Code
Mr. Draper led a review of the proposed amendments to the 2009 International Building Code(IBC).
The board followed a document prepared by Building Services outlining the 2003 amendments and
2006 recommendations. After the review, the board concluded that it was in agreement to approve
Chapters 2, 3, 5, 6, 7, and 8 City staff will report back with additional information on Chapters 1, 4,
9, 10, and 11. The board will continue with discussion of the IBC at the next meeting.
V. Building Official's Report
A. Department Updates

Mr. Draper commented on the Department's continuous endeavor to streamline the permitting
process.
Mr. Draper commented on a reorganization effort to provide more voting inspectors and more plan
reviewers for the front counter service. He added that the Department is taking personnel with
certifications and extending training for said staff to conduct inspections. Mr. Draper also shared
that building inspectors will be trained to conduct zoning inspections as well.
Mr. Draper informed the board that the Department is currently reviewing the number of permits
available. He noted that there are approximately 250 to 300 types of permits. Mr. Draper shared that
the Department seeks to reduce this number to approximately 11 to 15 categories.
Mr. Draper shared that he continues to work with the Texas Department of Insurance on windstorm
requirements to ensure that the City is keeping up in the area of inspections. On this note, he
commented that efforts are being made to train inspectors on how to idents glazing in the field.
VI. Public Comments
Board members may not deliberate or make a decision on any matter presented at this time. The Open
Meetings Act limits Board response to only two options: 1)a statement of specific factual information
given in response to an inquiry; or 2) a recitation of existing policy in response to the inquiry. Any
deliberation of or decision about the subject shall be limited to a proposal to place the subject on the
agenda for a subsequent meeting.

Jeri Morey addressed the following comments:
Ms. Morey indicated that there appears to be a problem between Development Services and the City
Secretary's office regarding the posting of agendas.
Ms. Morey informed the board that Chapter 11 (of the International Building Code) also covers fair
housing requirements in addition to Texas Accessibility. She added that the state does not inspect for
fair housing and therefore, this needs to be added back in somewhere.
Ms. Morey shared that she attended the second week of the International Code Council(ICC)public
hearings. Specifically, she attended the sessions which covered the property maintenance code, the
International Existing Building Code, and the International Building Code. She informed that new
tables for glass have been added, not in terms of windstorm, but in terms of fire resistance. She
informed that these appeared to have passed without controversy. She also informed that if there are
no public comments in January 2012, these will then become final.
Ms. Morey shared that there was some discussion during the hearings regarding open stairs and open
means of egress. She informed that there are two different opinions among three different boards.
Ms. Morey stated that the Code Technology Committee put together a proposal that appears to be
going through with little or no opposition.
Ms. Morey suggested that the City bring together the Texas Department of Insurance and the
engineers licensing board to define what type of documentation engineers need to take.
