Butler, Senior Secretary Chairman Skrobarczyk called the meeting to order at 1:39 p.m. , in the Committee Room on the first floor of City Hall. ************************************************************************* APPEAL NO. 92-10 The public hearing was opened on Appeal No. 92-10. The appellant was David Brown requesting variances to Article 3, Sections B & D and Article 5, Sections A, B, & F of the Flood Hazard Prevention Code, and to Sections 701.1.1, 703.1.1, 1106.2.4, 1106.2.5, 1111 and Tables 400, 600 & 700 of the Corpus Christi Building Code. Property Description: Lot 2, Block G, Brooklyn Subdivision, 2822 North Shoreline. Mr. Lorenzo Gonzalez, Building Official, explained that variances of various sections of the Building Code and Flood Hazard Prevention Code, none of which were considered to be life threatening. He identified the following sections of the codes and their respective area of application. Article 3, Sections B & D, regarding the basis for the establishment of special Flood Hazard areas a study prepared by the Federal Emergency Management Agency and the compliance provisions. Article 5, Sections A, B & F address the specific construction criteria for construction in a specific Velocity Flood Zone, requiring all structures and improvements to be elevated such that the soffit of the lowest horizontal structure member meets the required elevation of 15 ' above Mean Sea Level. He read into the record a summary of the Federal Regulations Section 60.6 Variances and exceptions to serve as the official notification of the provisions to the appellant. SCANNED P.O. Box 9277 • Corpus Christi, Texas 78469-9277 • (512) 880-3000 /tib COf Building Code Board Of Appeals Corpus Christi April 23, 1992 ^� Page 2 He clarified that the sections of the Building Code were inter related and were necessary due to the conversion of the existing residential use to that of a small assembly, two story in height and of Type VI wood frame construction. In specific he identified the need to address one hour fire rated resistive construction at exterior walls within fifteen feet (15' ) of the property line, shaft openings for elevators and stairs, exit enclosure to a public area or courtyard, and fire rated protection for a two story wood frame structure. Mr. David Brown, identified the property as 50' x 100' located adjacent to the Texas State Aquarium and the future site of the Lady Lexington on Corpus Christi Beach. He described the structure as 3 , 500 square feet in area of wood frame construction, with two boat stalls at sea level. He explained that the basic shell of the structure would remain with extensive interior remodeling and the reinforcement of the roof to support mechanical equipment. He added that no food preparation would take place at grade level, however food would be served in a grade level courtyard with shielding provided by landscaping. He continued that a grease trap is proposed at grade with no use or modification proposed in boat stalls existing beneath the main structure. After a brief discussion a motion was made by Mr. McDonald, seconded by Mr. Bennett and passed unanimously to grant the variance as specified on the application based on the fact that the issues do not present any life safety problems and no apparent changes to flood surges are proposed, since in its opinion, the enforcement thereof would do manifest injustice and would be contrary to the spirit and purpose of the code. ************************************************************************* Motion was made by Mr. Bennett, seconded by Mr. Sebbert and passed unanimously to approve the minutes of March 26, 1992 and April 2, 1992 as submitted. The next item was the discussion of recommendations contained in the final report submitted by the Ad Hoc Foundation Standards Committee. At the Board's request Mr. Gonzalez explained the procedure for making recommendations to be forwarded to the City Council for their consideration. The Board agreed to discuss each item separately. After a discuss the following motions were made: Motioned by Mr. Graham, seconded by Mr. Kramer and passed unanimously that the staff draft a proposed modification to the code that would address the requirement for engineered foundation repairs and inspection procedures if repair involves any excavation, pier installation of any type or modifications. City of Corpus Building Code Board Of Appeals Christi April 23, 1992 w�.r Page 3 A motion was made by Mr. Graham, seconded by Mr. McDonald and passed unanimously to recommend adoption of item number 1, a-g of the Ad Hoc Foundation Standards Committee final report with the following stipulations: a. The second sentence in number one to be changed to read "The foundation shall be designed in accordance with the latest publication of "Design and Construction of Post-Tensioned Slabs-On-Ground" by the Post-Tensioning Institute and sound engineering judgement and the applicable portions of the ACI standards and delete the requirement to submit sealed calculations. b. Delete the slump requirement contained in item e. Mr. Bennett left at 3:15 p.m. After further discussion the Board agreed to delay the remainder of this discussion item until next month to give the representatives of the Ad Hoc Foundation Standards Committee an opportunity to have the engineers and other members of their committee present to answer questions.
