Chairman Skrobarczyk called the meeting to order at 1:35 p.m. , in
the Committee Room on the first floor of City Hall.

APPEAL NO. 92-13
The public bearing was opened on Appeal No. 92-13. The appellant
representing the Lady Lex Museum Association was Shiner, Moseley and
Associates, Inc. , requesting a variance to Article 3, Sections B & D and
Article 5. Sections A, B & F of the Flood Hazard Prevention Code.
Property Description: Lady Lex Subdivision, 2914 N. Shoreline.
Mr. Lorenzo Gonzalez, Building Official. referenced the federal
regulations located in the National Flood Insurance Program Section 60.6
and read a portion for the record regarding variances, flood insurance
rates and the serving of written notice to the appellant.
Mr. Gonzalez explained that the provisions of Articles 3 and 5 in
summary address three items: 1) the elevation of a structure and
supporting facilities in a V22 velocity flood zone requiring a 15 foot
elevation to the soffit of the lowest horizontal member of the structure,
2) the structural adequacy of the structure such that it will not become
buoyant ((floating projectile) and become a nuisance to the public or
cause damage to property adjacent or adjoining the development and 3)
development seaward of mean high tide which is restricted development in
a velocity zone.
Mr. Bud Colwell of Shiner. Moseley and Associates, Inc. , stated that
they were responsible for designing the approachway for the U.S.S.
Lexington. -ie explained that the Lexington would be located just off

shore of Corpus Christi Beach and that the approachway from its inception
had been intended to provide three functionally dependent uses: 1) a
means of ingress/egress for patrons, visitors and staff, in compliance
with the Corpus Christi Building Code and the Elimination Of
Architectural Barriers Program adopted by the State; 2) a means of
vehicular access in particular fire fighting equipment but also service
vehicles, and the Museum Association in bring on exhibits; and 3) a
means to access utilities, i.e. water, wastewater, electricity, gas etc.
Mr. Colwell described some of the unique and technical design features of
the approachway in particular its structural capability to withstand wind
loads of 105 mph, connections that will allow the structural concrete
tees to be released but of a weight greater than water so that they will
sink in place and not be of concern to adjoining or nearby property. He
additionally explained that the placement of the ship with respect to the
approachway will provide shelter from direct storm surge.
After a brief discussion a motion was made by Mr. Kramer, seconded
by Mr. McDonald and passed unanimously to grant the variance to allow
development of an approachway seaward of mean high tide in a velocity
zone on the grounds that this action is the minimum necessary required to
provide relief, to deny would not be economically feasible for the
project, the approachway is a functionally dependent use, the engineering
design minimizes the potential for damage and adverse affect to adjoining
property.
The meeting was adjourned at 2:05 p.m.
