Vice Chairman Graham called the meeting to order at 1:34 p.m. , in
the Committee Room on the first floor of City Hall.

APPEAL NO. 92-14
The public hearing was opened on Appeal No. 92-14. The appellant
was the Junior League of Corpus Christi, Inc. , requesting a variance to
Sections 1106.1.2, 1106.2.4 and Table 400 of the Corpus Christi Building
Code.
Property Description: Lot K, Blucher A Subdivision, 123 N. Carrizo
Street.
Mr. Lorenzo Gonzalez, Building Official, explained that the
structure was existing, three stories in height, Type VI wood frame
construction and not fire rated or protected. He added that the proposed
method of construction was denied on the grounds that one hour fire rated
resistive construction is required for the following 1. exit enclosures,
2. separation of an exit way from adjoining openings and 3. for a three
story structure of wood frame construction.
Mr. Jim Rome, Historical Project Architect, explained that it was
the Junior League's position that the structure was of historical
significances. He added that applications and correspondencies were in
place with the Texas Historical Commission and the Nueces County

Preservation Commission regarding the Historical designation of the
structure. He clarified that in order to puruse historical designation,
modifications to the structure needed to be kept to a minimum and such
that the character of the building would not be altered. He described the
addition of a second means of egress for the proposed conversion of the
attic area for limited and restricted use. He explained that the
enclosure of the two (2) stairs, fire rated separations and modifing
handrails would be counter productive to the preservation of the
structure.
A brief discussion followed, during which Mr. Brett Lacey, Fire
Protection Specialist explained that either a smoke detector or a fire
sprinkler system was necessary. He added that it was the Fire
Department's position that a fire sprinkler system be provided.
After a discussion a motion was made by Mr. Kramer, seconded by Mr.
McDonald and passed unanimously to grant the variance to Sections
1106.1.2, 1106.2.4 and Table 400 of the Corpus Christi Building Code and
in lieu to require a monitored fire detection system in accordance with
NFPA 72 since to require otherwise would be contrary to the spirit and
purpose of the Code or public interest, cost prohibitive and contrary to
the style and character of the building.

APPEAL NO. 92-15
Motion was made by Mr. Kramer, seconded by Mr. Osborne and passed
unanimously to schedule a special meeting of the Building Code Board Of
Appeals in order to hear Appeal No. 92-15 due to a lack of a quorum. (Mr.
Gonzalez will inform the Board members of the time and date for the
meeting. )

A motion was made by Mr. McDonald, seconded by Mr. Kramer and passed
unanimously to approve the minutes of the May 28, 1992 and June 4, 1992
meetings as submitted.
The next item was the discussion of recommendations contained in the
Final Report submitted by the Ad Hoc Foundation Standards Committee. A
lengthy discussion followed between the Board and Committee members after
which a motion was made by Mr. McDonald, seconded by Mr. Kramer and passed
unanimously to table action on this item and place it on the agenda for
consideration at the special meeting.
The discussion of the proposed update to the Building Code was the
next item. Mr. Gonzalez stated that it is the staff's intent to have a
summary of the significant changes to the 1985 Building Code for the

Board's review by the next regular meeting. He added that the subject
will be placed on the agenda as a discussion item on a monthly basis until
resolution.
The meeting was adjourned at 3:35 p.m.
