Chairman Skrobarczyk called the meeting to order at 1:35 p.m. , in
the Committee Room on the first floor of City Hall.
Mr. Lorenzo Gonzalez, Building Official, referenced the federal
regulations located in the National Flood Insurance Program Section 60.6
and read a portion for the record regarding variances, flood insurance
rates and the serving of written notice to the appellant.

APPEAL NO. 92-16
The public hearing was opened on Appeal No. 92-16. The appellant
representing Taylor Properties, and George Kines Taylor was Tim Clower
requesting a variance to Article 3, Sections B & D and Article 5, Sections
A & B of the Corpus Christi Flood Hazard Prevention Code.
Mr. Gonzalez explained that the proposed method of construction to
convert an existing structure and to change its occupancy use was denied
on the grounds that it does not meet minimum top of finish floor elevation
of 12 feet as required for a Flood Zone A-18 and identified in the
Community's Flood Insurance Rate Maps.
Mr. Tim Clower identified the property as located on Corpus Christi
Beach and constructed of concrete tile with stucco on the exterior. He
stated that they have negotiated with two retail users for tourist related ^
activities to be occupants of the building, with an office located on the

second floor. He added that it would be a hardship to raise the structure
to the required base flood elevation.
A motion was made by Mr. Bennett, seconded by Mr. Sebbert and passed
unanimously to grant the variance to allow the use of a retail/wholesale M
below the base flood elevation based on the fact that it would be an CD
extreme monetary hardship to bring the existing building up to FEMA
regulations.

APPEAL NO. 92-17
The public hearing was opened on Appeal No. 92-17. The appellant
was Odis Lanphier requesting a variance to Article 3, Section B and
Article 5, Sections A & B of the Corpus Christi Flood Hazard Prevention
Code.
Mr. Gonzalez stated that the proposed method of construction was
denied as a result of a field investigation of a permit which had been •
issued without a full determination for Flood Hazard Prevention Code. He
added that the foundation was built below the required base flood
elevation in an A-18 flood zone requiring a finish floor elevation of 10
feet. Mr. Gonzalez explained that the garage/workshop structure was new
construction and that Mr. Lanphier had not addressed hydrostatic
equalization.
Mr. Odis Lanphier explained that the structure was almost complete
and that the bench mark elevation identified for his use was incorrect.
He added that the bench mark was in error by several feet and that to have
openings at the base of the building would be counter productive to the
structure since it would allow flooding to take place quicker. He showed
the Board pictures of the construction and the pole location of the bench
mark.
A motion was made by Mr. Bennett, seconded by Mr. McDonald and
passed unanimously to grant the variance based on the facts that the
structure is to be a non residential use, non habitable, Mr. Lanphier has
presented evidence that he attempted to abide by the elevation
restrictions and to require otherwise would cause a hardship in having to
raise the structure to the required 10 foot elevation.

APPEAL NO. 92-18
The public hearing was opened on Appeal No. 92-18. The appellant
was the U.S.S. Lexington Museum on the Bay Association requesting a
variance to Article 3, Sections B & D, and Article 5, Sections A, B & F of
the Corpus Christi Flood Hazard Prevention Code.
Mr. Gonzalez stated that the proposed method of construction was
denied on the grounds that the development and change in use does not meet
the minimum required elevation of 15 feet to the soffit of the lowest
horizontal structural member for a Coastal High Hazard Area V22 zone as
identified in FIRM Panel 159. He clarified that the area would be the
entry plaza or the main gate to funnel people onto the ship.

Mr. David Brown gave the Board a brief background and explained the
proposal development. He added that the first phase is basically to
provide a way for people to get from the street to the ship, which
requires construction of a plaza. He clarified that planters
approximately four feet tall which could be used as benches and would be
constructed along with an 8 to 10 foot screened wall with sliding gates.
He explained that the screening wall would be used to screen the area as
well as provide a place for signage.
A motion was made by Mr. McDonald, seconded by Mr. Bennett and
passed unanimously to grant the variance to allow the construction of an
entry plaza due to the fact that its construction would have a minimal •
impact in changing flood patterns or obstruction and, does not appear to
be of such a nature that a significant hazard would be created.

A motion was made by Mr. Bennett, seconded by Mr. Sebbert and passed
unanimously to approve the minutes of the prior meetings.
The next item was the presentation to recommend updating the Flood
Hazard Prevention Code. Mr. Gonzalez stated that essentially this is the
same code currently in place with the exception of one local change and
national changes which he identified on the draft.
A motion was made by Mr. McDonald, seconded by Mr. Bennett and
passed unanimously to recommend the update of the Flood Hazard Prevention
Code.
The next item was the discussion of the proposal to update the
Building Code. Mr. Gonzalez stated that he was requesting that the Board
review the changes identified in the code. He added that this item will
be placed on the agenda for discussion until the Board members feel
comfortable in making a recommendation to update the Building Code.
The meeting was adjourned at 2:35 p.m.
