MINUTES OF THE REGULAR MEETING
OF THE
BUILDING CODE BOARD OF APPEALS
August 27, 1992

Chairman Skrobarczyk called the meeting to order at 1 :31 p.m. , in
the Committee Room on the first floor of City Hall.

APPEAL NO. 92-19
The public hearing was opened on Appeal No. 92-19. The appellant
was Aqua Speedway requesting a variance to Article 3, Section D and
Article 5, Sections A and B of the Corpus Christi Flood Hazard Prevention
Code.
Property Description: Block 87, Brooklyn Addition, 3001 Seagull
Boulevard.
Mr. Lorenzo Gonzalez, Building Official, explained that the proposed
method of construction was denied on the basis that it does not meet the
minimum top of finish floor elevation of 12 feet as per the Flood
Insurance Rate Maps (FIRM) for an A-18 Flood Zone for the proposed
development of a business food service establishment. He then referenced
the federal regulations located in the National Flood Insurance Program
Section 60.6 and read a portion for the record regarding variances, flood
insurance rates and the serving of written notice to the appellant.
Mr. Jim Cameron representing Aqua Speedway stated that this was a
small portable building, approximately 10" X 16", to be used as a snack
and hamburger stand. He explained the procedure that could be used to
remove the building during hurricane conditions. Mr. Cameron showed
drawings of the building's interior and of the building with and without
wheels. He added that within 30 minutes of being notified removal of the
building could be addressed. He clarified that the building would be tied �n
down at all times.

A motion was made by Mr. Bennett, seconded by Mr. McDonald and
passed unanimously to approve the requested variance to Article 3, Section
D and Article 5, Sections A and B of the Corpus Christi Flood Hazard
Prevention Code due to the undue hardship that would be encountered in
raising the structure to the required minimum finish floor elevation,
compliance with the American Disability Act and the associated
unreasonable cost provided that the structure be tied down to City
standards and removed upon the declaration of Hurricane Condition 2.

A motion was made by Mr. Bennett, seconded by Mr. Osborne and passed
unanimously to approve the minutes of the prior meeting.
The next item was the discussion of recommendations contained in the
Final Report submitted by the Ad Hoc Foundation Standards Committee. A
lengthy discussion regarding Engineering Certification followed after
which Mr. Gonzalez suggested that he would prepare a draft of a
certificate for foundations inspections for the Board's review.
The next item was the discussion of proposal to update the Building
Code. Mr. Gonzalez stated that he did not have anything new to present to
the Board.
A brief discussion was held concerning permit fees.
The meeting was adjourned at 2:45 p.m.
