CALL TO ORDER The meeting was called to order by Jesus Jimenez at 1:35 p.m. in the Council Chambers on the first floor of City Hall. II. MINUTES A motion was made by Ted Stephens, and seconded by Shane Torno to approve the minutes of the Regular Meeting of November 19, 2009. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for their information regarding cases for 2005-2009. V. NEW BUSINESS 1. 134 Amistad St. residence (Los Amigos, W 16.5' of Lot 4 all Lot 5) Building Standards Board Minutes January 28, 2010 Page2of6 STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Karl Schlatter, Jon Hall, David Walker APPEARING IN OPPOSITION: 0 Motion: A motion was made by Jesus Jimenez, seconded by Gregory Perkes to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed forty-five (45) days to obtain the proper permits and start repairs to the structure(s) located at 134 Amistad St. residence, (Los Amigos, w 16.5' of Lot 4 all Lot 5) and if repairs are started, an additional one hundred eighty days (180) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously 2. 4410 Dinn St. residence (Portairs, Lot 3 Block 5) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 4410 Dinn St. residence Portairs, Lot 3 Block 5). If the demolition is not started and completed as required, then the City is authorized to - demolish. A roll call vote was taken and the motion passed unanimously. 3. 4410 Dinn St. accessory structure (Portairs, Lot 3 Block 5) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Gregory Perkes to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be Building Standards Board Minutes January 28, 2010 Page3of6 allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 4410 Dinn St. accessory structure Portairs, Lot 3 Block 5). A roll call vote was taken and the motion passed unanimously. 4. 3218 Elgin St. residence (Carver 2, Lot 22 Block 5) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: George Hamilton, Jr. APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Gregory Perkes to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to extend existing permit and start repairs to the structure(s) located at 3218 Elgin St. residence, ( Carver 2, Lot 22 Block 5) and if repairs are started, an additional ninety days (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously 5. 3218 Elgin St. accessory structure (Carver 2, Lot 22 Block 5) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: George Hamilton, Jr. APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to extend existing permit and start repairs to the structure(s) located at 3218 Elgin St. accessory structure, ( Carver 2, Lot 22 Block 5) and if repairs are started, an additional ninety days (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously 6. 2225 Frederick Dr. residence (Cabaniss Acres, SE/2 of Lot 9 Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration Building Standards Board Minutes January 28, 2010 Page4of6 APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Jesus Jimenez to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2225 Frederick Dr. residence (Cabaniss Acres, SE/2 of Lot 9 Block 1). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 7. 166 Pearse Dr. garage (Arcadia Village, Lot 1 Block 10) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Ambrosia DeLeon Motion: A motion was made by Ted Stephens, seconded by Jesus Jimenez to table this case to the March 25, 2010 regular hearing. A roll call vote was taken and the motion passed unanimously. 8. 4745 Philip Dr. accessory structure-tree house (Southside 4 Lot 12 Block 31) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Tomo, seconded by Ted Stephens to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4745 Philip Dr: accessory structure-tree house (Southside 4, Lot 12 Block 31). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 329 W. Saxet Dr. residence (Saxet Hts 1, Lot 11 Block 7) Building Standards Board Minutes January 28, 2010 Page 5 of 6 STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephen, seconded by Gregory Perkes to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 329 W. Saxet Dr. residence, (Saxet Hts 1, Lot 11 Block 7) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously 10. 329 W. Saxet Dr. accessory structure (Saxet Hts 1, Lot 11 Block 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephen, seconded by Gregory Perkes to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the ' structure(s) located at 329 W. Saxet Dr. accessory'structure (Saxet Hts 1, Lot 11 Block 7). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 11. 850 Van Cura Dr. residence (Vancura Add, Lot 14 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Ida Martinez Motion: A motion was made by Shane Torno, seconded by Ted Stephens to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) Building Standards Board Minutes January 28, 2010 Page 6 of 6 days to obtain the proper permits and start repairs to the structure(s) located at 850 Van Cura Dr. residence, (Vancura, Lot 14 Block 2) and if repairs are started, an additional ninety190) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. A motion was made by Jesus Jimenez, second by Ted Stephens to submit recommendation to City Council for re-appointment of board member Shane Torno. A roll call vote was taken and the motion passed unanimously. A motion was made by Jesus Jimenez, seconded by Gregory Perkes to table election of new board members and chairman until the board has all members present. Discussion and recommendation was made to have a special call meeting for review and possible appointment of new board members and election of chairman. VI. IDENTIFY ITEMS FOR FUTURE AGENDA Discussion and possible action to add public comment to agenda preferably after staff report. VII. ADJOURNMENT A motion was made by Ted Stephens seconded.by Jesus Jimenez to adjourn the hearing at 3:30 p.m. on January 28. 2010.
