CALL TO ORDER The meeting was called to order by Jesus Jimenez at 1:35 p.m. in the Council Chambers on the first floor of City Hall. II. MINUTES A motion was made by Gregory Perkes, and seconded by Ted Stephens to approve the minutes of the Regular Meeting of March 25, 2010. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for their information regarding cases for 2005-2010. V. OLD BUSINESS A. Case returning to the Board from the Regular Meeting of January 28, 2010. 1. 166 Pearse Dr. detached garage (Arcadia Village, Lot 1 Block 10) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Eric Barrera Debbie Lancaster Building Standards Board Minutes March 25, 2010 Page 2 of 10 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted,Stephens, seconded by Shane Torno to amend staff recommendations given the testimony of Eric Barrera and Debbie Lancaster that demolition of detached garage has been started according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be required to obtain the proper permits and start demolition to the structure(s) located at 166 Pearse Dr. detached garage, (Arcadia Village Lot 1 Block 10). If the demolition is not completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. A motion was made by Frank Hastings, seconded by Jesus Jimenez to elect Gregory Perkes as Chairman and Jesus Jimenez as Vice Chairman. A roll call vote was taken and the motion passed unanimously. Gregory Perkes will now conduct the remainder of the Building Standards Board hearing. VI. NEW BUSINESS 1. 421 Atlantic St. detached garage (Del Mar, Lot 28 Block 28) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING'IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Randal Salazar, seconded by Shane Torno, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 421 Atlantic St. detached garage (Del Mar, Lot 28 Block 28). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 330 Baker Dr. residence (Saxet Hts 1, Lot 24 and S22' of Lt 25 Block 3) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 330 Baker Dr. residence (Saxet Hts 1, Lot 24 and S22' of Lot 25 Block 3). The motion passed with a majority vote. 3. 330 Baker Dr. detached garage(Saxet Hts 1 Lot 24 and S22' of Lt 25 Block 3) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Randal Salazar to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 330 Baker Dr. detached garage (Saxet Hts 1, Lot 24 and S22' of Lot 25 Block 3). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken. Board member Ted Stephens opposed. The motion passed with a majority vote. 4. 2925 Carver Dr. residence (Reynolds, Lot 19 Block B) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Randal Salazar to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 2925 Carver Dr. residence (Reynolds, Lot 19 Block B) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 5. 2929 Carver Dr. 2 buildings (Reynolds, Lot 20 Block B) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Jesus Jimenez to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of Building Standards Board Minutes March 25, 2010 Page 4of10 the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 2929 Carver Dr.2 buildings (Reynolds, Lot 20 Block B) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 8. 814 Eighteenth St. storage building (Wiess, Lots 3 & 4 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 Building Standards Board Minutes March 25, 2010 Page 5 of 10 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 814 Eighteenth St. storage building (Wiess, Lots 3 & 4 Block 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 9. 605 Eleanor St. storage building (Seikel, Lots 2 & 3 Block 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Jesus Jimenez, seconded by Ted Stephens, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 605 Eleanor St. storage building (Seikel, Lots 2 & 3 Block 6). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 10. 609 Francesca St. residence (Seikel, Lot 5 Block 4) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Frank Hastings, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 605 Francesca St. residence (Seikel, Lot 5 Block 4). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 11. 921 Gaviota St. residence (San Juan 3-Clarkwood, Lot 27 Block 5) Building Standards Board Minutes March 25, 2010 Page 6 of 10 STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Jesus Jimenez, seconded by Shane Torno, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 921 Gaviota St. residence (San Juan 3-Clarkwood, Lot 27 Block 5). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 12. 2513 Goliad St. residence (High Terrace, Lot 14 Block.4) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Christopher Calvo APPEARING IN OPPOSITION:. 0 Motion: A motion was made by Shane Torno, seconded by Frank Hastings, to amend staff recommendations to vacate and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2513Goliad St. residence (High Terrace, Lot 14 Block 4). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 13. 2513 Goliad St. storage building (High Terrace, Lot 14 Block 4) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Christopher Calvo APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Jesus Jimenez, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2513 Goliad St. storage building (High Terrace, Lot 14 Block 4). Harrington St. detached garage (Highway Village, Lot 15 Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Tomo, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 10112 N. Harrington St. detached garage (Highway Village, Lot 15 Block 1). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 15. 233 Indiana Ave. residence (Bessar Park W54' of Lot 9 & E21' of Lot 10 Block 3) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Mark Suver APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Jesus Jimenez to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be required to obtain new permits and complete repairs to the structure(s) located at 233 Indiana Ave. residence (Bessar Park W54' of Lot 9 & E21' of Lot 10 Block 3) within one hundred eighty (180) days. If repairs are not completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 16. 5002 Kosarek Dr. detached garage (Lexington Estates, N50' of Lot 6 & S25' of Lot 7 Block 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Building Standards Board Minutes March 25, 2010 Page 8 of 10 Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which-the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 5002 Kosarek Dr. detached garage (Lexington Estates, N50' of Lot 6 & S25' of Lot 7 Block 7). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 18. 1422 Leopard St. commercial (West End, Lot 6 Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Gloria Cantu, Manuel Cantu APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Frank Hastings, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1422 Leopard St. commercial (West End, Lot 6 Block11.1f the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken. Board member Gregory Perkes abstained. A roll call vote was taken and passed unanimously. • 22. 337 Virginia Ave. residence (Meadow Park, S/2 of Lot 3 Block 19) Building Standards Board Minutes March 25, 2010 Page 10 of 10 STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 337 Virginia Ave. residence (Meadow Park, S/2 of Lot 3 Block 19) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. VII. IDENTYIFY ITEMS FOR FUTURE AGENDA A motion was made by Ted Stephens, seconded by Frank Hastings to add public comment to the agenda after old business and before new business with a limited time of (3) minutes per individual. A roll call vote was taken and passed unanimously. VIII. ADJOURNMENT A motion was made by Frank Hastings, seconded by Shane Torno to adjourn the hearing at 3:30 p.m. on March 25, 2010.
