CALL TO ORDER The meeting was called to order by Frank Hastings at 1:30 p.m. in the Council Chambers on the first floor of City Hall. II. ROLL CALL Board Members Present Clarissa Beltran Frank Hastings Randal Salazar Ted Stephens Shane Torno Board Members Absent Gregory Perkes, Vice Chairman Jesus Jimenez A motion was made by Frank Hastings, and seconded by Shane Torno to table the absence of Board Member Jesus Jimenez of the Regular Meeting of May 27, 2010. A roll call vote was taken and the motion passed. Staff Present Robert Quiroz, Zoning & Code Enforcement Administrator, (NSD) Elizabeth Hundley, Assistant City Attorney Holly Tyree, Administrative Assistant (NSD) Ron Boyd, Code Enforcement Officer, (NSD) Cindy Cortez, Code Enforcement Officer, (NSD) Diana T. Garza, Code Enforcement Officer, (NSD) Jon Perez, Code Enforcement Officer, (NSD) Liza Salinas, Code Enforcement Official, (NSD) III. MINUTES A motion was made by Ted Stephens, and seconded by Shane Torno to approve the minutes of the Regular Meeting of May 27, 2010. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2008-2010. V. OLD BUSINESS A. Case returning to the Board from the Regular Meeting of May 27, 2010. 1. 2937 Ruth St. residence (Montrose Park, Lot 2 Block 7) Building Standards Board Minutes July 22, 2010 Page 2 of 5 STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Jon Roel APPEARING IN OPPOSITION: 0. , Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner being JFK House Moving be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 2937 Ruth St. residence Montrose Park, Lot 2 Block 7). If the demolition is not started and completed as required, then the City is authorized to demolish and lien will be filed against JFK House Moving. A roll call vote was taken and the motion passed unanimously. VI. NEW BUSINESS 1. 2722 Auther St. detached garage (Village Park Lots 9 & 10 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Ruby Gomez Robin Kemp Motion: A motion was made by Ted Stephens, seconded by Shane Torno to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 2722 Auther St. detached garage (Village Park, Lots 9 & 10 Block 2) and if repairs are started, an additional one hundred twenty (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 902 S. Bluntzer St. commercial (Tierra, Lot 15 Block 5) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration' APPEARING IN FAVOR: Catalina Salinas APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Randal Salazar to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days Building Standards Board Minutes July 22, 2010 Page 3 of 5 to obtain the proper permits and start repairs to the structure(s) located at 902 S. Bluntzer St. commercial (Tierra Alta, Lot 15 Block 5) and if repairs are started, an additional one hundred twenty (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 3. 1029 Fleet Ave. residence (Airport Park, Lot 8 Block 3) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by Shane Torno to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 1029 Fleet Ave. residence (Airport park, Lot 8 Block 3) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as'required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 4. 1029 Fleet Ave. garage (Airport Park, Lot 8 Block 3) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 1029 Fleet Ave. garage (Airport Park, Lot 8 Block 3). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 2606 Mary St. residence & garage (Steele, Lots 43 & 44 Block 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Building Standards Board Minutes July 22, 2010 Page 4 of 5 Motion: A motion was made by Shane Tomo, seconded by Randal Salazar to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 2606 Mary St. residence & garage (Steele, Lots 43 &44 Block 7). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 6. 4605 Odem Dr. residence (Woodcrest Heights 2, Lot 12 Block.1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Minerva Salazar Motion: A motion was made by Ted Stephens, seconded by Randal Salazar to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed.thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 4605 Odem Dr. residence (Woodcrest Heights 2, Lot 12 Block 1) and if repairs are started, an additional one hundred twenty (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then.the City is authorized to demolish. A roll call vote was taken and passed unanimously. 7. 201 Osage St. aka 3309 Lou St. residence (Meadow Park, Lot 12 Block 15) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 201 Osage St. aka 3309 Lou St. residence (Meadow Park, Lot 12 Block 15). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 814 Redmond St. residence & storage (Flour Bluff Park, Lot 42 Block 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration . Building Standards Board Minutes July 22, 2010 Page 5 of 5 APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by Randal Salazar to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 814 Redmond St. residence & storage (Flour Bluff Park, Lot 42 Block 7). If the demolition is not started and completed as required, then the City is authorized to demolish;A roll call vote was taken and the motion passed unanimously. 9. 530 Van Cleve Dr. residence & storage (Villa Gardens, Lot 20 Block 8) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno to table this case to the September 23, 2010 regular hearing due to the absence of the Code Officer. The board requests the Code Officer be present to gather more information about the property. A roll call vote was taken and the motion passed unanimously. VII. IDENTYIFY ITEMS FOR FUTURE AGENDA Board is requesting staff to indicate in the minutes the explanation for tabled items. VIII. ADJOURNMENT A motion was made by Shane Torno, seconded by Ted Stephens to adjourn the hearing at 2:30 p.m. on July 22, 2010.
