CALL TO ORDER The meeting was called to order by Frank Hastings at 1:35 p.m. in the Council Chambers on the first floor of City Hall. II. ROLL CALL Board Members Present Clarissa Beltran Frank Hastings Randal Salazar Shane Torno Board Members Absent Gregory Perkes, Vice Chairman Jesus Jimenez Ted Stephens A motion was made by Frank Hastings, and seconded by Clarissa Beltran to table the absences of the Regular Meeting of July 22, 2010. A roll call vote was taken and the motion passed. Staff Present Robert Quiroz, Zoning & Code Enforcement Administrator, (NSD) Lisa Aguilar, Assistant City Attorney Holly Tyree, Administrative Assistant (NSD) Cindy Cortez, Code Enforcement Officer, (NSD) Andy Montes, Code Enforcement Officer, (NSD) Jon Perez, Code Enforcement Officer, (NSD) Henry Poindexter, Code Enforcement Officer, (NSD) Laura Rickerson, Code Enforcement Officer, (NSD) Liza Salinas, Code Enforcement Official, (NSD) III. MINUTES A motion was made by Shane Torno, and seconded by Clarissa Beltran to approve the minutes of the Regular Meeting of July 22, 2010. A•roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2008-2010. V. OLD BUSINESS A. Case returning to the Board from the Regular Meeting of July 22, 2010. Building Standards Board Minutes September 23, 2010 Page2of6 1. 530 Van Cleve Dr. residence & storage (Villa Gardens, Lot 20 Block 8) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Randal Salazar to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 530 Van Cleve Dr. residence & storage (Villa Gardens, Lot 20 Block 8). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. VI. NEW BUSINESS 1. 5305 Curtis Clark Dr. accessory bldg. #1 (Gardendale 2 Lot 11 Block 6) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: Isabelle Casteneda APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Randal Salazar to table this case to the November 18, 2010 regular hearing. Board requested staff to clarify zoning regulations whether the detached accessory structure can be used for a second dwelling in addition to the main residence. A roll call vote was taken and the motion passed unanimously. 2. 5305 Curtis Clark Dr. accessory bldg. #2 (Gardendale 2, Lot 11 Block 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: Isabelle Casteneda APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain proper permits and complete the demolition of the structure(s) located at 5305 Curtis Clark Dr. accessory bldg. #2 (Gardendale 2, Lot 11 Block 6). A roll call vote was taken and the motion passed unanimously. 3. 5417 Curtis Clark Dr. residence (Gardendale 2, Lot 4 Block 5) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Clarissa Beltran to table this case to the November 18, 2010 regular hearing. Board requested staff to conduct further research in attempting to find the name and location of nursing home the owner resides in. A roll call vote was taken and the motion passed unanimously. 4. 5417 Curtis Clark Dr.garage & 3 accessory bldgs. (Gardendale 2, Lot 4 Block 5) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by Shane Tomo to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 5417 Curtis Clark Dr. garage & 3 accessory bldgs. (Gardendale 2, Lot 4 Block 5). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 1009 Don Patricio Rd. residence & detached garage (Don Patricio, Lot 50,51 & 52 Block J) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: Betty Carpenter APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Clarissa Beltran to table this case to the November 18, 2010 regular hearing. Board requested staff to meet with owner to discuss the repairs needed for residence & detached garage. Board instructed owner to obtain general repair permits and report the progress of work completed at the November 18, 2010 regular hearing. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Frank Hastings to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 825 Erwin Ave. residence & storage (Oak Park, Lot 18 Block 9). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 7. 2221 Sentinel Dr. residence &garage (Bakers Acres, Lot 4 Block 1) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: Robert Dewayne Middleton APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Shane Torno to table this case for sixty (60) days due to property in probate. A roll call vote was taken and the motion passed unanimously. 8. 825 Weaver St. residence (Flour Bluff Park, Lot 20 Block 7) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Clarissa Beltran to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 825 Weaver St. residence (Flour Bluff Park, Lot 20 Block 7) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by. Frank Hastings to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 901 West Point Rd. duplex-residence (Washington, Lot 7 Block 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 10. 5110 Williams Dr. residence (Gardendale 3, Lot 14 Block 13) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Tomo, seconded by Randal Salazar to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 5110 Williams Dr. residence (Gardendale 3, Lot 14 Block 13). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. VII. IDENTYIFY ITEMS FOR FUTURE AGENDA VIII. ADJOURNMENT A motion was made by Frank Hastings, seconded by Shane Tomo to adjourn the hearing at 3:00 p.m. on September 23, 2010.
