ECBE1Ry's QFFICH I. CALL TO ORDER The meeting was called to order by Ted Stephens at 1 :34 p.m. in the Council Chambers on the first floor of City Hall. II. ROLL CALL Board Members Present Clarissa Beltran Frank Hastings Randal Salazar Ted Stephens Shane Torno Board Members Absent Gregory Perkes, Vice Chairman Jesus Jimenez A motion was made by Frank Hastings, and seconded by Shane Torno to excuse absence of Ted Stephens from the Regular Meeting of September 23, 2010. A roll call vote was taken and the motion passed. Ted Stephens abstained. MINUTES A motion was made by Shane Torno, and seconded by Clarissa Beltran to approve the minutes of the Regular Meeting of September 23, 2010. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2008-2010. Building Standards Board Minutes November 18, 2010 Page 2 of 8 V. OLD BUSINESS A. Cases returning to the Board from the Regular Meeting of September 23, 2010. 1. 5305 Curtis Clark Dr. accessory bldg. #1 (Gardendale 2, Lot 11 Block 6) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Shane Tomo to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 5305 Curtis Clark Dr. accessory bldg #1 (Gardendale 2, Lot 11 Block 6) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 5417 Curtis Clark Dr. residence (Gardendale 2, Lot 4 Block 5) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: Tracey Hernandez (granddaughter to owner) APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings to table this case to the January 27, 2011 regular hearing. Board requested Tracey Hernandez to seek private representation from an attorney or Legal Aid to enforce heirship proceedings. A roll call vote was taken and the motion passed unanimously. 3. 1009 Don Patricio Rd. residence & detached garage (Don Patricio, Lots 50, 51 &52 Block J) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: Betty Carpenter APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Clarissa Beltran to table this case to the May 26, 2011 regular hearing. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Clarissa Beltran to table this case to the January 27, 2011 regular hearing due to property is in probate. A roll call vote was taken and the motion passed unanimously. VI. NEW BUSINESS 1. 109 Beasley Dr. residence & garage (Flour Bluff & Enc. Farm Garden Tract .101 ac out of Lots 20 21 Sec 54 aka Tract 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain proper permits and complete the demolition of the structure(s) located at 109 Beasley Dr. residence & garage (Flour Bluff & Enc. Farm Garden Tract .101 ac out of Lots 20 21 sec 54 aka Tr 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously 2. 130 Clearview Dr. residence & storage bldg. (Laguna Vista Shores, Lot 12 Block 16) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain proper permits and complete the demolition of the structure(s) located at 130 Clearview Dr. residence & storage bldg. A roll call vote was taken and the motion passed unanimously. 3. 4517 Jose Dr. residence. (La Pascua 2, Lot 31 Block 4) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 . APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4517 Jose Dr. residence (La Pascua, Lot 31 Block 4). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 4. 705 Lantana St. residence (Ebony Acres 3, Lot 251) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 705 Lantana St. residence (Ebony Acres 3, Lot 251). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 129 Las Palmas Dr. residence & garage (Laguna Vista, Lot 7 Block 16) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: Joyce Duvall APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed ninety (90) Building Standards Board Minutes November 18, 2010 Page 5 of 8 days to obtain the proper permits and start repairs to the structure(s) located at 129 Las Palmas Dr. residence & garage (Laguna Vista, Lot 7 Block 16) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 6. 2212 Mary St. residence (Eckerd, Lots 8 & 9 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: Natalia Febronia Petri Attorney Carlos Aguinaga APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings to table this case to the January 27, 2011 regular hearing due to owner has applied for assistance with Texas Rio Grande Legal Services who accepted her case and obtained an Order Admitting a Will as a Muniment of Title and clearing title in her name. A roll call vote was taken and the motion passed unanimously. 7. 210 Osage St. residence & accessory bldg. (Meadow Park , Lot 33 Block 1) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Tomo to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 210 Osage St. residence & accessory bldg. (Meadow Park, Lot 33 Block 1) and if repairs are started, an additional one hundred twenty days (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 8. 3821 Stirman St. residence (Brawner PI, Lot 2 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Building Standards Board Minutes November 18, 2010 Page 6 of 8 Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to amend staff recommendations and repairs of the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 3821 Stirman St. residence (Brawner PI, Lot 2 Block 2) and if repairs are started, an additional one hundred twenty days (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 9. 819 Utica St. residence (Waldron Sub, Lot 6 Block 4) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to accept staff recommendations and repairs of the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 819 Utica St. residence (Waldron Sub, Lot 6 Block 4) and if repairs are started, an additional one hundred twenty days (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 10. 621 Van Cleve Dr. residence (Villa Gardens Lot S10.75' of Lt 7 & all Lt 8 Block 12) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Kendall Yow Motion: A motion was made by Frank Hastings, seconded by Clarissa Beltran to table this case to the January 27, 2011 regular hearing due to property is in foreclosure. A roll call vote was taken and the motion passed unanimously. 11. 905 Waldron Rd. residence & accessory bldg. (Flour Bluff Estates , Lots 1 & 2 Block F) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. (Flour Bluff Estates, Lots 1 & 2 Block F) and if repairs are started, an additional one hundred twenty days (120) days be allowed to complete the repairs. A roll call vote was taken and passed unanimously. 12. 5125 Williams Dr. garage (Gardendale 2, Lot 16 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 5125 Williams Dr. garage (Gardendale 2, Lot 16 Block 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 13. 1408 Winnebago St. residence & accessory bldg (Diaz, Lot 4 Block A) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Roy Covington Ronnie Cook Donna Hardeman Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to amend staff recommendations and repairs of the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 1408 Winnebago St. residence & accessory bldg (Diaz, Lot 4 Block A) and if repairs are started, an additional ninety days (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. IDENTYIFY ITEMS FOR FUTURE AGENDA A motion was made by Frank Hastings to discuss recommendation to elect Ted Stephens as interim chairman. VIII. ADJOURNMENT A motion was made by Ted Stephens, seconded by Shane Torno to adjourn the hearing at 3:30 p.m. on November 18, 2010.
