II. MINUTES A motion was made by Frank Hastings, and seconded by Shane Torno to approve the minutes of the Regular Meeting of November 18, 2010. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2008 -2011. V. OLD BUSINESS A. Cases returning to the Board from the Regular Meeting of November 18, 2010. Building Standards Board Minutes January 27, 2011 Page 2 of 6 1. 5417 Curtis Clark Dr. residence, (Gardendale 2, Lot 4 Block 5) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: Irene Gomez Tracey Hernandez Joe Hernandez APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to accept staff recommendations to allow repairs to the structure(s) according to Section 13 -26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain the proper permits and start repairs to the structure(s) located at 5417 Curtis Clark Dr. residence (Gardendale- 2, Lot 4 Block 5} and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 2212 Mary St. residence (Eckerd, Lots 8 & 9 Block 2) STAFF RECOMMENDATION APPEARING IN FAVOR: APPEARING IN OPPOSITION: To require demolition due to the extent of deterioration. Carlos Aguinaga - Attorney at Law 0 Motion: A motion was made Ted Stephens, seconded by Frank Hastings to table this case to the March 24, 2011 regular hearing due to attorney is still working toward getting the delinquent taxes waived and title cleared so that this property will qualify for the City's Demolition and Replacement Loan Program. A roll call vote was taken and passed unanimously. 3. 2221 Sentinel Dr. residence & garage, (Bakers Acres, Lot 4 Block 1) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to accept staff recommendations to allow repairs to the structure(s) according to Section 13 -26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 2221 Sentinel Dr. residence & ,garage (Bakers Acres, Lot _4___Block 1 ] and if repairs Building Standards Board Minutes January 27, 2011 Page 3of6 are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. VI. NEW BUSINESS 4446 Carlton St. residence, (Portairs, Lot 12 Block 6) STAFF RECOMMENDATION: APPEARING IN FAVOR: APPEARING IN OPPOSITION: To require demolition due to the extent of deterioration. X A Motion: A motion was made by Frank Hastings, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13 -26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4446 Carlton St. residence (Portairs, Lot 12 Block 6) If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously 2. 1129 Golla Dr. residence & garage, (Manchester Place, Lot 5 Block 6) STAFF RECOMMENDATION APPEARING IN FAVOR: APPEARING IN OPPOSITION To require demolition due to the extent of deterioration 0 N Motion: A motion was made by Ted Stephens, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13 -26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1129 Golla Dr. residence & garage. (Manchester Place, Lot 5 Block 6). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 3. 2519 Laguna Shores Rd. residence, (Flour Bluff & Enc Frm Gdn Tract 1.976 acs out of S12 of Lots 22 & 23 Sec 54) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 Building Standards Board Minutes January 27, 2011 Page 4of6 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings to amend staff recommendations to allow repairs to the structure(s) according to Section 13 -26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain the proper permits and start repairs to the structure(s) located at 2519 Laguna Shores Rd. residence & ara a Flour Bluff & Enc Frm Gdn Tract 1.976 acs out of S/2 of Lots 22 & 23 Sec 54) and if repairs are started, an additional one hundred and twenty (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 4. 1414 Leopard St. residence & carport, (West End, Lot 4 Block 1) STAFF RECOMMENDATION APPEARING IN FAVOR: APPEARING IN OPPOSITION To require demolition due to the extent of deterioration. 9 Manuel Cantu Brian Cantu Motion: A motion was made by Clarissa Beltran, seconded by Frank Hastings to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 1414 Leopard St. residence & carport (West End, Lot 4 Block 1) If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 436 Linnet Ct. residence, (Flour Bluff Estates, Ell 0' of Tr C & all Tr D Lot 4 Block G) STAFF RECOMMENDATION APPEARING IN FAVOR: APPEARING IN OPPOSITION: To require demolition due to the extent of deterioration. N 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings to accept staff recommendations and require demolition of the structure(s) according to Section 13 -26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 436 Linnet Ct. residence (Flour Bluff Estates, E10' of Tr C & all Tr D Lot 4 Block G) If the demolition is not started and completed as required, then the City is authorized to demolish. Elodia Fuentez It Motion: A motion was made by Ted Stephens, seconded by Shane Torno to accept staff recommendations to allow repairs to the structure(s) according to Section 13 -26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 4006 Mc Ardle Rd. residence Lincoln Terrace Lot 18 Block 1 Less Por to ROW and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 7. 626 Meuly St. residence, (Villa Green S27.92' of Lot 15 Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: APPEARING IN OPPOSITION: I Esmeralda Ybarra Motion: A motion was made by Ted Stephens, seconded by Shane Torno to amend staff recommendations and repairs of the structure(s) according to Section 13 -26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain the proper permits and start repairs to the structure(s) located at 626 Meuly St. residence ilia Green S27.92' of Lot 15 Block 1 and if repairs are started, an additional ninety days (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. A motion was made by Ted Stephens, seconded by Frank Hastings to recommend Michael McCauley to City Council for appointment of new board member. A roll call vote was taken and the motion passed. A motion was made by Ted Stephens, seconded by Shane Torno to recommend Ramiro Munoz III to City Council for appointment of new board member. A roll call vote was taken and the motion passed. A motion was made by Frank Hastings, second by Shane Torno to accept Ted Stephens as interim chairperson. A roll call vote was taken and the motion passed. Ted Stephens abstained. VII. IDENTYIFY ITEMS FOR FUTURE AGENDA Staff will explore options to identify any source of funding available to possibly rehabilitate historical structures.
