CALL TO ORDER The meeting was called to order by Ted Stephens at 1:30 p.m. in the Council Chambers on the first floor of City Hall. III. ROLL CALL Board Members Present Clarissa Beltran Frank Hastings Michael A. McCauley Ramiro Munoz III Randal Salazar Ted Stephens Shane Torno A motion was made by Clarissa Beltran, and seconded by Shane Torno to excuse the absence of Randal Salazar from the Regular Meeting of January 27, 2011. A roll call Vote was taken and the motion passed. MINUTES A motion was made by Shane Torno, and seconded by Ted Stephens to approve the minutes of the Regular Meeting of January 27, 2011. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2008-2011. V. OLD BUSINESS A. Cases returning to the Board from the Regular Meeting of January 27, 2011. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Ted Stephens to table 2212 Mary St. residence (Eckerd. Lot 8 & 9 Block 2) due to the extensive process of obtaining assistance from the City's Demolition and Replacement Loan Program. A roll call vote was taken and passed unanimously. VI. NEW BUSINESS 1. 701 Chickery St. residence, (Clarkwood Tr, Lot 21 Block 9) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Ramiro Munoz III to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 701 Chickery St. residence Clarkwood Tr Lot 21 Block 91. If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously 2. 3621 Curtiss St. residence, (Airport Park, Lot 8 Block 8) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 3621 Curtiss St. residence (Airport Park. A roll call vote was taken and the motion passed unanimously. 3. 821 Eleanor St. commercial, (Seikel, Lot 33 Block 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 821 Eleanor St. commercial (Seikel. Lot 33 Block 6). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 4. 510 aka 518 Jester St. residence & storage bldg #1, (Flour Bluff Hgts, Lot 4C Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 510 aka 518 Jester St. residence & stora-ge bldg #1 (Flour Bluff Hgts, Lot 4C Block 1). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 510 aka 518 Jester St. storage bldg(s) #2& #3, (Flour Bluff Hgts, Lot 4C Block 1) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Shane Torno to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 Building Standards Board Minutes March 24, 2011 Page 4 of 8 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 510 aka 518 Jester St. storage b1daffl #2 & #3 (Flour Bluff Figits, Lot 4C Block 1 and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 6. 425 Judie Ct. residence, (Flour Bluff Estates Tr E out of Lot 3 Block G) STAFF RECOMMENDATION- To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Ramiro Munoz III to accept staff recommendations to all repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 425 Judie Ct. residence, (Flour Bluff Estates Tr E out of Lot 3 Block G) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 7. 438 Linnet Ct. residence, (Flour Bluff Estates Tr E out of Lot 4 Block G) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. McCauley, seconded by Randal Salazar t o t able 438 Linnet Ct. residence, (Flour Bluff Estates Tr E out of Lot 4 Block to the next regular meeting with a progress report to see if any further repairs made to residence. A roll call vote was taken and passed unanimously. 8. 929 Louis Lynch Dr. residence & accessory bldg, (Geistman Tr Lot 17 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by Frank Hastings to accept staff recommendations and require demolition of the structure(s) according to Section 13- Building Standards Board Minutes March 24, 2011 Page 5 of 8 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 929 Louis Lynch Dr residence & accessoly bid g (Geist man Tr, Lot 17 Block ?). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 810 Meully St. residence, (Villa Green, Lot 5 Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Michael A. McCauley to table this case due to the process of obtaining assistance from the City's Demolition and Replacement Loan Program. Board member Randal Salazar opposed. The motion passed with a majority vote. 10. 3146 ill rook Dr. residence, (Caribbean Place #1, Lot 9 Block 3) STAFF RECOMMENDATION, To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Ramiro Munoz III to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain the proper permits and start repairs to the structure(s) located at 3146 ill rook Dr. residence. (Caribbean Place #1 Lot 9 Block 3) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 11. 3146 Millbrook Dr. storage bldg, (Caribbean Place #1, Lot 9 Block 3) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. Staff recommended that the board take no action due to the demolition grant was approved. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Michael A. McCauley to accept staff recommendations that the Board take no action due to the demolition grant was approved to demolish the structure(s) located at 934 Mounts Dr. residence, (Flour Bluff Estates Tr A of, Lot 5 Bloc lock _ A roll call vote was taken and the motion passed unanimously. 13. 618 Ohio Ave. residence, (Lindale Park, W20' Lot 34 all Lot 35 Block 3) STAFF RECOMMENDATION, To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 618 Ohio Ave. residence, Lin ale Park W20' Lot 35 Block 3 started,, j and if repairs are sta ed, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 14. 1201 Preston Dr. residence, (Flour Bluff Center, Lot 14 Block 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration.
