CALL TO ORDER The meeting was called to order by Frank Hastings at 1:35 p.m. in the Council Chambers on the first floor of City Hall. 11. ROLL CALL Board Members Present Clarissa Beltran Frank Hastings Michael A. McCauley Ramiro Munoz Ill Board Members Absent Randal Salazar Ted Stephens Shane Torno A motion was made by Frank Hastings, and seconded Ramiro Munoz Ili to excuse the absence of Michael McCauley from the Regular Meeting of May 26,2011. A roll vote was taken and the motion .passed. MINUTES A motion was made by Clarissa Beltran, and seconded by Michael McCauley to approve the minutes of the Regular Meeting of May 26, 2011. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2009 -2011. V. NEW BUSINESS 1. 1225 Barton St. residence, (Flour Bluff Center, Lots 20 thru 23, Block 5)) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: APPEARING IN OPPOSITION: C Motion: A motion was made by Frank Hastings, seconded by Michael McCauley to table 1225 Barton St. residence Flour Bluff Center Lots 20 thru 23 Block 5 to the next regular meeting due to the property being in litigation. A roll call vote was taken and passed unanimously. 2. 5034 Curtis Clark Dr. storage shed, (Gardendale 2, Lot 29 Block 2) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: APPEARING IN OPPOSITION: 11 Motion: A motion was made by Ramiro Munoz 111, seconded by Michael McCauley to accept staff recommendations to allow repairs to the structure(s) according to Section 13 -26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 5034 Curtis Clark Dr. story a shed Gardendale 2 Lot 29 Block 2 and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 3. 841 McIver St. residence, (Flour Bluff Park, Lot 24 Block 10) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: A APPEARING IN OPPOSITION: 0 Motion A motion was made by Michael McCauley, seconded by Ramiro Munoz III to accept staff recommendations and require demolition of the structure(s) according to Section 13 -26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 841 McIver St. residence Flour Bluff Park Lot 24 Block 10). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 4. 317 Palmero St. detached garage, (Del Mar, Lot 20 Block 18) STAFF RECOMMENDATION To require demolition due to the extent of deterioration. APPEARING IN FAVOR: APPEARING IN OPPOSITION Charles R. Butler (brother of owner David C. Butler 0 Motion: A motion was made by Michael McCauley, seconded by Ramiro Munoz III to accept staff recommendations and require demolition of the structure(s) according to Section 13 -26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 317 Palmero St. detached garage Del Mar Lot 20 Block 18). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5.1308 Peabody Ave. residence, (Hillcrest, Lots 7 & 8 & 1.5' of Lt 9 Block 39) STAFF RECOMMENDATION To require demolition due to the extent of deterioration. APPEARING IN FAVOR: APPEARING IN OPPOSITION 0 Wonda Wilson Motion: A motion was made by Michael McCauley, seconded by Clarissa Beltran to amend staff recommendations to allow the owner one - hundred twenty (120) days to pay liens and apply for demo grant on property located at 1308 Peabody Ave, residence Hillcrest Lot 7 & 8 & 1.5' of Lt 9 Block 39). If the owner has not paid the liens within the time allotted as required, then the City is authorized to demolish structure(s) according to Section 13 -26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances. A roll call vote was taken and the motion passed unanimously. 6. 6333 Prince Dr. residence, (Oso Place 4, Lot 9 Block 13) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: APPEARING IN OPPOSITION Dorothy Wiikenson 0 Motion: A motion was made by Frank Hastings, seconded by Michael McCauley to accept staff recommendations to allow repairs to the structure($) according to Section 13 -26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 6333 Prince Dr. residence , ( Oso Place 4 Lot 9 Block 13) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 7. 1415 Stillman Ave. residence, (Hillcrest, Lot 6 thru 9 Block 18) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: APPEARING IN OPPOSITION: 9 i Motion: A motion was made by Ramiro Munoz III, seconded by Clarissa Beltran to accept staff recommendations to allow repairs to the structure(s) according to Section 1326 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 1415 Stillman Ave. residence Hillcrest Lot 6 thru 9 Block and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 8. 1415 Stillman Ave. detached garage, (Hillcrest, Lot 6 thru 9 Block 18) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ramiro Munoz III, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13 -26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances ,in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1415 Stillman Ave. detached gara e Hillcrest Lot 6 thru 9 Block 18). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 302 Westchester Dr. storage buildings #1 & #2, (Sturm Tr, Lot 14) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: APPEARING IN OPPOSITION: 9 0 Motion: A motion was made by Michael McCauley, seconded by Ramiro Munoz III to accept staff recommendations and require demolition of the structure(s) according to Section 13 -26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 302 Westchester Dr. storage buildin s #1 & #2 Sturm Tr. Lot 14). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 10. 302 Westchester Dr. storage building #3, (Sturm Tr, Lot 14) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: APPEARING IN OPPOSITION: 0 N Motion: A motion was made by Michael McCauley, seconded by Ramiro Munoz III to accept staff recommendations to allow repairs to the structure(s) according to Section 13 -26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 302 Westchester Dr, storm a building #3 Sturm Tr. Lot 14 and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. VI. IDENTYIFY ITEMS FOR FUTURE AGENDA VII. ADJOURNMENT A motion was made by Frank Hastings, seconded by Michael McCauley to adjourn the hearing at 2:15 p.m. on July 28, 2011.
