I. CALL TO ORDER
The meeting was called to order by Ramiro Munoz at 1:30 p.m. in the Council Chambers
on the first floor of City Hall.
II. ROLL CALL

A motion was made by Shane Torno, and seconded by Clarissa Beltran to excuse the
absences of Michael McCauley, Ramiro Munoz, and Randal Salazar from the Regular Meeting
of February 28, 2013.

III. MINUTES
A motion was made by Ramiro Munoz, and seconded by Shawn Bodine to approve the
minutes of the Regular Meeting of February 28, 2013. A roll call vote was taken and
the motion passed.
IV. STAFF REPORT
Staff Report presented to the Board for discussion and information regarding cases
for 2011 to present. Motion was made by Ramiro Munoz, seconded by Peggy Mettlen to
accept staff report. A roll call vote was taken and the motion passed.
V. OLD BUSINESS
A motion was made by Ramiro Munoz, and seconded by Shawn Bodine to open the public
hearing. A roll call vote was taken and the motion passed.

A. Cases returning to the Board from the Regular Meeting of February 28, 2013.
1. 1224 Kennedy Ave. duplex & accessory, (The Highlands, Lot S/2 of 11 & all of 12 Block 3)
STAFF RECOMMENDATION: To require demolition due to the extent of deterioration.
APPEARING IN FAVOR: 0
APPEARING IN OPPOSITION: 0
Motion: A motion was made by Shawn Bodine seconded by Clarissa Beltran to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located at
1224 Kennedy Ave. duplex & accessory, (The Highlands, Lot S/2 of 11 & all of 12 Block
3). If the demolition is not started and completed as required, then the City is authorized to
demolish. A roll call vote was taken and the motion passed unanimously.
2. 626 Meuly St. residence, (Villa Green, Lot S27'.92' of Lot 15 Block 1)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration.

APPEARING IN OPPOSITION: Esmeralda Ybarra

Motion: A motion was made by Ramiro Munoz, seconded by Shawn Bodine to amend
staff recommendations to allow repairs to the structure(s) according to Section 13-26
(G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed
ninety (90) days to obtain the proper permits and start repairs to the structure(s) located
at 626 Meuly St. residence, (Villa Green, Lot S27.92' Block 1) and if repairs are started,
an additional one-hundred eighty (180) days be allowed to complete the repairs. Owner will
board up and keep the property maintained. If repairs are not started and completed as
required, then the City is authorized to demolish. A roll call vote was taken and passed
unanimously.
3. 1922 Van Loan Ave. residence & accessory, (Hillcrest, Lot 13-14 Block 13)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration

Motion: A motion was made by Ramiro Munoz, seconded by Peggy Mettlen to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located at
1922 Van Loan Ave. residence & accessory, (Hillcrest, Lot 13-14 Block 13). If the
demolition is not started and completed as required, then the City is authorized to demolish.
A roll call vote was taken and the motion passed unanimously.
VI. NEW BUSINESS
1. 4410 Dinn St. residence, (Portairs, Lot 3 Block 5)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration.

APPEARING IN OPPOSITION: 0
Motion: A motion was made by Clarissa Beltran, seconded by Peggy Mettlen to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located at
4410 Dinn St. residence, (Portairs, Lot 3 Block 5). If the demolition is not started and
completed as required, then the City is authorized to demolish. A roll call vote was taken and
the motion passed unanimously.
2. 412 Dolores St. residence, (San Pedro, Lot 27 Block 2)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration

Motion: A motion was made by Clarissa Beltran, seconded by Shane Torno to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located at
412 Dolores St. residence, (San Pedro, Lot 27 Block 2). If the demolition is not started and
completed as required, then the City is authorized to demolish. A roll call vote was taken and
the motion passed unanimously.

3. 4910 Dusty Dawn Rd. residence, (Club Estates #3 Lot 19 Block 8)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration

Motion: A motion was made by Ramiro Munoz, seconded by Clarissa Beltran to accept
staff recommendations and require demolition of the structure(s) according to Section 13-
26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed
thirty (30) days to obtain proper permits and complete the demolition of the structure(s)
located at 4910 Dusty Dawn Rd. residence, (Club Estates, Lot 19 Block 8).
If the demolition is not started and completed as required, then the City is authorized to
demolish. A roll call vote was taken and the motion passed unanimously.
4. 1225 Maryland Dr. residence, (Bel Aire Park, Lot 16 Block 13)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration.

Motion: A motion was made by Shawn Bodine, seconded by Randal Salazar to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located
1225 Maryland Dr. residence, (Bel Aire Park, Lot 16 Block 13). If the demolition is not
started and completed as required, then the City is authorized to demolish. A roll call vote
was taken and the motion passed unanimously.
5. 1707 Robin Dr. residence & detached garage, (Boardmoor Park 3, Lot 22 Block 1)
STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration.

Motion: A motion was made by Clarissa Beltran, seconded by Shawn Bodine to accept
staff recommendations to allow repairs to the structure(s) according to Section 13-26
(G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed
thirty (30) days to obtain the proper permits and start repairs to the structure(s) located
at 1707 Robin Dr. residence & detached garage ( roadoor Park 3, Lot 22 Block 1)

and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If
repairs are not started and completed as required, then the City is authorized to demolish. A
roll call vote was taken and passed unanimously.
6. 1707 Robin Dr. pavilion, (Boardmoor Park 3, Lot 22 Block 1)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration.

Motion: A motion was made by Clarissa Beltran, seconded by Peggy Mettlen to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located at
1707 Robin Dr. pavilion, (Boardmoor Park 3, Lot 22 Block 1). If the demolition is not
started and completed as required, then the City is authorized to demolish. A roll call vote
was taken and the motion passed unanimously.
7. 1416 San Juan St. residence (Parker, W/2 of Lot 14 Block 3C)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration.

Motion: A motion was made by Shawn Bodine, seconded by Ramiro Munoz to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located
1416 San Juan St. residence, (Bel Aire Park, W/2 of Lot 14 Block 3C). If the demolition
is not started and completed as required, then the City is authorized to demolish. A roll call
vote was taken and the motion passed unanimously.
8. 4434 Valdez Dr. residence, (La Pascua #2 Lot 5 Block 9)

Motion: A motion was made by Ramiro Munoz, seconded by Randal Salazar to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located
4434 Valdez Dr. residence, (La Pascua #2 Lot 5 Block 9). If the demolition is not started
and completed as required, then the City is authorized to demolish. A roll call vote was taken
and the motion passed unanimously.
9. 1412 Winnebago St. residence & accessory, (Diaz Lot 5 Block A)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration

Motion: A motion was made by Ramiro Munoz, seconded by Shane Torno to accept staff
recommendations and require demolition of the structure(s) according to Section 13-26 (G)
(1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty
(30) days to obtain proper permits and complete the demolition of the structure(s) located
1412 Winnebago St. residence & accessory, (Diaz Lot 5 Block A). If the demolition is
not started and completed as required, then the City is authorized to demolish. A roll call vote
was taken and the motion passed unanimously.

A motion was made by Shane Torno, seconded by Ramiro Munoz to adjourn
the hearing at 3:30 p.m. on March 28, 2013.
