CALL TO ORDER The meeting was called to order by Shane Torno at 1:33 p.m. in the Council Chambers on the first floor of City Hall. II. ROLL CALL Board Members Present Clarissa Beltran Shawn Bodine Michael A. McCauley Ramiro Munoz III Randal Salazar Shane Torno Board Members Absent Peggy E. Mettlen A motion was made by Shane Torno, and seconded by Clarissa Beltran to excuse the absence of Michael McCauley from the regular meeting of March 28, 2013. A roll call vote was taken and the motion passed. Staff Present Teena Houston, Code Enforcement Supervisor/Board Liaison Deborah Brown, Assistant City Attorney Laura Rickerson, Code Enforcement Officer, (NSD) Ron Arispe, Code Enforcement Officer, (NSD) III. MINUTES A motion was made by Shawn Bodine and seconded by Ramiro Munoz to approve the minutes of the Regular Meeting of March 28, 2013. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2011-present. Motion was made by Shawn Bodine seconded by Clarissa Beltran to open the public hearing. A roll call vote was taken and the motion passed. V. OLD BUSINESS A motion was made by Ramiro Munoz, and seconded by Shane Torno to open the public hearing. A roll call vote was taken and the motion passed. A. Case returning to the Board from the Regular Meeting of February 28, 2013. 1. 1225 Maryland St. residential, (Bel Aire Park, Lot 16 Block 13) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shawn Bodine, seconded by Shane Torno to resend prior board order from the regular meeting of February 28, 2013. Motion: A motion was made by Shawn Bodine, seconded by Randal Salazar to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 1225 Maryland St residence, (Bel Aire, Lot 16 Block 13) and if repairs are started, an additional one-hundred eighty (180) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. VI. NEW BUSINESS 1. 4337 Angela Dr. residential, (Molina 2, S/2 Lot 18 Block 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: Lucy Garcia APPEARING IN OPPOSITION: 0 Motion: A motion was made by Michael McCauley seconded by Ramiro Munoz to amend staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed one-hundred twenty (120) days to obtain proper permits and complete the demolition of the structure(s) located at 4337 Angela Dr. residence (Molina 2, S/2 of Lot 18 Block 6). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. [2] 2. 4429 Barrera Dr. residence& accessory(Molina 2, S/2 of Lot 24 Block 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by Michael McCauley to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4429 Barrera Dr. residence & accessory(Molina 2, S/2 of Lot 24 Block 7). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 3. 811 Eleanor St. residence (Seikel, Lot 28 Block 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ramiro Munoz seconded by Michael McCauley to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 811 Eleanor St. (Seikel Lot 28, Block If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 4. 422 MacLeod Dr. residence (Saxet Hgts #2, Lot 5 Block 4) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 2313 Mary St. residence & accessory bldg, (Patrick Webb, Lots 13 &14 Block 10) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ramiro Munoz, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2313 Mary St residence & accessory (Patrick Webb, Lots 13 & 14 Block 10). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 6. 1618 Peabody Ave. residence & accessory bldg, (Hillcrest, Lots 9 & 10 Block 36) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ramiro Munoz, seconded by Michael McCauley to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1618 Peabody Ave. residence & accessory bldq (Hillcrest, Lots 9 & 10 Block 36). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: : A motion was made by Shawn Bodine, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1701 Peabody Ave. residence & accessory bldq (Hillcrest, W70' of Lots 1 & 2 Block 26). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 805 -25th St. residence, (Juarez, Lots 63 & 64 Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ramiro Munoz, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 805 -25th St. residence (Juarez, Lots 63 & 64 Block 1). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 1710 Van Loan Ave. residence & accessory bldg (Hillcrest Lots 20 & 21 Block 15) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 [5] Motion: A motion was made by Shane Torno, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1710 Van Loan Ave. residence & accessory b/dp(Hillcrest, Lots 20 & 21 Block 15). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. VII. IDENTYIFY ITEMS FOR FUTURE AGENDA VIII. ADJOURNMENT A motion was made by Shane Torno, seconded by Ramiro Munoz to adjourn the hearing at 3:05 p.m. on May 23, 2013.
