CALL TO ORDER The meeting was called to order by Shane Torno at 1:33 p.m. in the Council Chambers on the first floor of City Hall. II. ROLL CALL Board Members Present Clarissa Beltran Shawn Bodine Peggy E. Mettlen Michael A. McCauley Shane Torno Board Members Absent Ramiro Munoz Randal Salazar A motion was made by Clarissa Beltran, and seconded by Michael McCauley to excuse the absence of Peggy Mettlen from the Regular Meeting of May 23, 2013. Staff Present Teena Houston, Code Enforcement Supervisor/Board Liaison, (NSD) Deborah Brown, Assistant City Attorney Laura Rickerson, Code Enforcement Officer, (NSD) Ron Arispe, Code Enforcement Officer, (NSD) III. MINUTES A motion was made by Shawn Bodine, and seconded by Clarissa Beltran to approve the minutes of the Regular Meeting of May 23, 2013. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2011 to present. Motion was made by Shane Torno, seconded by Clarissa Beltran to accept staff report. A roll call vote was taken and the motion passed. V. OLD BUSINESS A motion was made by Peggy Mettlen, and seconded by Clarissa Beltran to open the public hearing. A roll call vote was taken and the motion passed. A. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shawn Bodine, seconded by Shane Torno to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 406 Breckenridge Dr. residence (Villa Gardens, Lot 13 Block 16) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 2920 Dixie St. residence, (Harlem Park, Lot 5 Block 8) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Michael McCauley, seconded by Peggy Mettlen to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2920 Dixie St. residence (Harlem Park, Lot 5 Block 8). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 3. 4545 Elvira Dr. 2 residential structures, (La Pascua 2, Lot 15-16 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shawn Bodine, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4545 Elvira Dr. 2 residential structures, (La Pascua, Lot 13-14 Block 13). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. APPEARING IN FAVOR: Angel Castaneda APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Michael McCauley to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 525 Jane St. residence (Flour Bluff Ests #2, /2 Lot 4 Block 11) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 5. 304 Knickerbocker Dr. residence & accessory, (Gateway Park, Lot 1 Block 5) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Michael McCauley to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 304 Knickerbocker Dr. residence & accessory (Gateway Park, Lot 1 Block 5) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 6. 438 Linnet Ct. residence, (Flour Bluff Estates Tr E of Lot 4 Block G) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Michael McCauley, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 438 Linnet Ct. residence, (Flour Bluff Estates, Tr E of Lot 4 Block G). APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shawn Bodine, seconded by Peggy Mettlen to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4402 Dr. residence, (Molina 2, N/2 of Lot 6 Block 7). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 1205 Nagle St. residence, (Gateway Park, Lot 23 Block 8) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by Michael McCauley to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1205 Nagle St. residence, (Gateway Park, Lot 23 Block 8). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 2911 Rhodes Ct. residence, (Highway Park, Lot 7 Block B) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Michael McCauley to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2911 Rhodes Ct. residence, (Highway Park, Lot 7 Block B). A roll call vote was taken and the motion passed unanimously. 10. 2005 Van Loan Ave. residence (Hillcrest, Lot 3 Block 9) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Michael McCauley, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13- 26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located 2005 Van Loan Ave. residence, (Hillcrest, Lot 3 Block 9). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. VI. IDENTYIFY ITEMS FOR FUTURE AGENDA VII. ADJOURNMENT A motion was made by Clarissa Beltran, seconded by Michael McCauley to adjourn the hearing at 2:19 p.m. on July 25, 2013.
